Under the supervision of the Land Development Services Coordinator, the Development Applications Clerk is responsible for providing clerical support to the Development Applications Coordinator which includes processing all development applications that are received by the Land Development Branch, all aspects of advertisement preparation, processing a variety of forms, letters, memos and reports to the Community Committees. This position is also responsible for the preparation for release of mylars, tracking of development applications, maintenance of the development application filing system, and other related duties. The Clerk provides relief to other clerks as a team member of the clerical unit assigned to the Land Development Branch.

As the Clerk B - Development Applications, you will:

  • Provide assistance to the Development Applications Coordinator by processing a variety of time sensitive correspondence such as letters, circulations, consents, memos, invoices, advertisements and reports to community committees which includes tracking and file maintenance.
  • Prepare advertisements for development applications such as rezoning (DAZ), long-form subdivisions (DAS/DASZ), and zoning or subdivision agreement amendments (ZAA/SAA) for public hearings, for publication in daily newspapers, and for posting on affected lands.
  • Prepare banners and paste-up sheets for advertisements, including Plan Winnipeg Amendment, Standing Policy Committee PPD, Standing Policy Committee on Downtown Development and Executive Policy Committee advertising, and submitting to daily newspapers, including preparing a cover letter.
  • Prepare drafted by-laws for execution and maintenance of By-laws for submission to Council for First, Second and Third Readings and notifies other branches when by-laws come into force and effect.
  • Prepare incoming mylars and prints and release mylars for completed development applications for registration in the Winnipeg Land Titles Office.
  • Prepare, record and track the status of all development applications using Excel spreadsheet software.
  • Responsible for the maintenance of a filing system for all development application working files such as DASSF’s, DAPS’, CA’s, DAASP’s, CONDO’s, DASZ’s, DAS’ and DAZ’s.
  • Provide relief to other clerks as a team member of the clerical unit.

Your education and qualifications include:

  • Successful completion of an administrative assistance program from a recognized educational institution. An equivalent combination of education, training and experience will be considered.
  • One (1) year experience providing clerical support in an office setting.
  • Demonstrated ability to type accurately at 55 wpm and operate a personal computer and associated software.
  • Demonstrated ability to operate a personal computer and be proficient (basic) in Microsoft Word, Excel, and Outlook.
  • Demonstrated ability to produce detailed correspondence with no errors.
  • Demonstrated ability to work in a multi-task highly stressful environment, working independently.
  • Demonstrated ability to set priorities, organize and maintain an effective working schedule/workload.
  • Demonstrated ability to meet deadlines.
  • Demonstrated ability to deal with the general public and other staff members in a courteous manner.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to identify and comprehend legal documents.
  • Ability to follow written and oral instructions and exercise sound judgment.
  • Must be willing to take on new projects and assist in coordinating Branch functions.
  • Good knowledge of modern office practices, procedures and equipment.
  • Good knowledge of business English and spelling.
  • Knowledge and experience with the AMANDA software system would be an asset.
  • Knowledge of the Land Development Branch and related application processes would be an asset.
  • General knowledge of the City and Departments, in particular Planning, Property and Development.
  • IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada.
