Overview

This position plays a vital role in the management of municipal employees at the RCMP detachment, reporting directly to the Director, Police Services.

Key Responsibilities
  • Effective administrative management of municipal and auxiliary employees, with consideration for span of control, and 24/7 operations at the Richmond RCMP Detachment.
  • Identify administrative issues, gather facts and data, evaluate, and prepare reports and recommendations to the Director for improved departmental operations, services, systems, or organization of support staff as a member of the RCMP Leadership Team.
  • Assist the Director, within City policy, with appropriate service and staffing levels for the municipal employees; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures of support staff and allocate resources accordingly.
  • Consult with and provide expert advice to City Supervisors who assign work for staff, ensuring all administration records and functions are accurate and current for the department.
  • Develop, recommend, and implement short and long-term staff resource plans, including orientation, training, and succession planning for all areas of the Detachment.
  • Ensure City procedures and policies are understood and applied consistently throughout the Detachment.
  • In collaboration with Human Resources, lead the recruitment process for municipal employees by preparing job descriptions, selecting candidates, and providing orientation.
  • Provide advice and direction in consultation with the Manager, Human Resources, on labour relations issues related to municipal staff, including consulting with Detachment management to conduct or assist with performance appraisals and the discipline of municipal employees at the Detachment (within the provisions of the Collective Agreement).
  • In consultation with HR, respond to and investigate complaints regarding municipal employee management/labour relations issues in the RCMP (issues involving RCMP members will require consultation with the RCMP).
  • Provide leadership and direction in the development of staff including: training, interpersonal relationships; ensuring a team-based approach to common challenges, and a comprehensive approach to new workplace procedures and requirements taking into account City and RCMP policies.
  • Monitor payroll, overtime, reviews sick time usage and addresses any concerns or issues, signs employee timesheets; manages vacation and leave approvals, attendance management programs, and requisitions for the hiring of municipal staff.
  • In collaboration with the Manager, Client Services, responsible to monitor the municipal portion of the RCMP budget and expenditures.
  • Responsible to the OIC for ensuring the timely and cost-effective maintenance and renovation of the Public Safety Building, Community Police Stations, and other Richmond RCMP assets.
  • Acts as a liaison with City departments such as Public Works and Facilities as well as external agencies/contractors for the maintenance and renovations of all Richmond RCMP facilities.
  • Prepares written reports, under the direction of the Director, regarding issues impacting human resource requirements, facilities, equipment, infrastructure maintenance, and renovations to the City Senior Management Team and/or Council.
  • Functions as the administrative liaison between the Director, Police Services and municipal employees at the Detachment.
  • Prepares and presents reports at Committee and Council meetings.
Requirements
  • Proven ability to establish and maintain effective working relationships with unions, management, and employees.
  • Extensive knowledge of leading and/or participating in arbitration and grievances meetings and collective agreement bargaining.
  • Ability to apply and keep current on the legislative requirements related to the position (i.e., Employment Case Law, Human Rights, ESA, WorkSafe BC).
  • Possess a demonstrated commitment to providing extraordinary results, contributing to team success and acting with personal integrity.
  • Excellent verbal, written, presentation, facilitation, and interpersonal communication skills.
  • Excellent problem-solving, mediating, and negotiating skills.
  • Ability to be analytical, persuasive, consultative, and a confident decision-maker.
  • Possess a thorough knowledge of applicable Human Resources legislation governing within a union setting with a commitment to researching and understanding best practices.
  • Effective time management, delegation, and mentoring, plus comprehensive record keeping.
  • Successful incumbent will be action-oriented and self-motivated.
Desirable Qualifications
  • Exceptional interpersonal and coaching skills, with the ability to assess and influence solutions, working with staff at all levels.
  • Provide expertise to the OIC, on RCMP policy impacting municipal employees that will be communicated to the Director, Police Services as well as the General Manager, Community Safety and Legal Services.
  • Ability to successfully obtain and maintain an Enhanced Security Clearance.
  • Proven ability to lead a recruitment, hiring, training, orientation, coaching, and discipline process of municipal employees working at the Detachment.
  • Ability to identify areas of improvement and undertake regular reviews to standardize procedures to improve operational efficiency and effectiveness.
  • Strong facilitation and coaching skills to assist direct reports in resolving workplace issues.
  • Knowledge of RCMP policy in order to provide direction and potential impacts to municipal employees.
  • Excellent organizational, analytical, and decision-making skills, solid judgment, and a strong sense of initiative.
  • Excellent time management skills including the ability to plan, prioritize, and meet deadlines.
  • Solid knowledge of current human resource practices, legislation, and applicable collective agreements.
  • Ability to build and maintain positive relationships internally and externally.
  • Accomplished communicator and active listener with the ability to facilitate, negotiate, mediate and influence others in achieving shared business objectives.
  • Excellent interpersonal skills to assist in resolving personnel issues, coaching requirements and mentoring municipal staff.
