Job Title: Procurement Officer

Join Okanagan College as a Procurement Officer and play a vital role in ensuring the efficient and cost-effective procurement of goods, services, and construction contracts.

Key Responsibilities:
  • Plan, coordinate, and deliver on the procurement of goods, services, and construction requirements for Okanagan College.
  • Perform complex purchasing assignments, including those related to capital.
  • Determine the appropriate procurement process to ensure the college receives the best value.
  • Ensure procurement compliance with contract and bid law, policy, and legislation.
  • Conduct market research and prepare bid documents or contracts.
  • Review and evaluate incoming requests for completeness and accuracy.
  • Provide guidance and advice on evaluation criteria and methodology.
  • Prepare and post notices for publication of calls for tenders.
  • Manage the procurement workflow, including creating purchase orders and contracts.
  • Perform vendor pre-qualification, research availability, quality, and price.
  • Advises on and works to resolve post-award contract issues.
  • Monitor purchasing cycles to ensure timely delivery.
  • Responsible for continuous improvement initiatives.
  • Administer the Okanagan College Procurement Card Program.
  • Responsible for the procurement of furniture and related equipment.
Requirements:
  • Completion of Grade 12 and a business/supply chain/finance related diploma.
  • Over 4 years and up to and including 6 years of directly related experience.
  • Comprehensive knowledge of current procurement, inventory control, and merchandizing practices.
  • Excellent accuracy and professional judgment.
  • Demonstrated analytical skills.
  • Strong communication, customer service, and interpersonal skills.
  • Superior organizational, planning, and time management capabilities.
  • Team player with an aptitude for working in a collegial and collaborative environment.
  • Proven ability to problem solve, make decisions, and assume responsibility and accountability.
  • Excellent computer skills with proficiency using Microsoft Office and enterprise resource programs.
Preferred Qualifications:
  • Supply Chain Management Training program certificate or Public Sector Procurement Program certificate.
