At CN, we are seeking a highly skilled Public Works Specialist to join our team. This is an exciting opportunity for a dedicated professional to work in the field of infrastructure regulation.

About the Role

The Public Works Specialist will be responsible for providing support with regulations and ensuring that changes are efficiently implemented. This will involve liaising with municipalities, internal and external stakeholders, and other departments to coordinate projects and ensure successful completion.

Main Responsibilities

The key responsibilities of this role include:

  • Managing FRA and TC funded programs such as at-grade crossing programs
  • Coordinating recoverable projects with road authorities, including widening and reconstructions
  • Negotiating agreements with internal and external stakeholders to protect CN's interests and minimize financial exposure
  • Collaborating with external stakeholders to formalize agreements into contracts
  • Reviewing plans for municipality roads and intersection improvement projects in proximity of a railway crossing to meet engineering and regulatory standards
Municipality Management

The Public Works Specialist will also be responsible for leading municipal processes to facilitate crossing rehabilitation programs initiated by the organization, preparing estimates, and working with municipalities. Additionally, they will work with Track Supervisors to establish recoverable and non-recoverable crossings, collaborate with municipalities to ensure recoverable costs are billed and paid, and conduct safety audits of public, private, and farm crossings.

Whistle Warning Management

This role will also involve handling anti-whistling applications, overseeing the process with municipalities, following requests to remove locomotives' whistles, auditing and settling if it is possible to remove whistles, finding solutions to ensure safety at crossings, and working with municipalities to ensure implementation and recoverable costs are paid.

Audit and Deficiencies Operations

The Public Works Specialist will carry out FRA and TC audits to ensure that requirements and rules are met, notify and inform appropriate individuals when deficiencies are identified, respond and monitor Regulatory Deficiency Notices, and ensure responses within time allowance.

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires minimal travel (up to 20%) to construction sites within the region. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.

The estimated salary for this role is $80,000 - $110,000 per year, depending on experience and qualifications.
