Job Summary

We are seeking a highly skilled Contract Analyst to join our team at EPCOR Water Services. As a key member of our Procurement team, you will be responsible for leading the end-to-end procurement process, from identifying needs to contract execution and supplier relationship management.

Key Responsibilities
  • Develop and implement strategic sourcing plans to ensure optimal results against Supply Chain Management performance metrics.
  • Lead the procurement process, including identifying needs, developing bid documents, and negotiating contracts.
  • Manage competitive bidding processes, including RFI, RFP, and RFQ, in accordance with public procurement requirements.
  • Facilitate negotiations and serve as the negotiation representative for assigned procurements.
  • Prepare contract documents, coordinate award of contracts, and make recommendations to stakeholders and managers.
  • Establish and maintain supplier relationships and contracts, including facilitating contract review sessions between internal customers and suppliers.
  • Collect and analyze data to determine the feasibility and advantage of establishing long-term supply contracts for high-usage, high-dollar-volume products.
  • Assess competition and market opportunities/threats and recommend plans to address.
  • Develop recommendations to optimize overall cost, delivery, and quality for assigned procurement portfolio.
Requirements
  • Two-year post-secondary diploma or four-year post-secondary degree in Supply Chain Management or a business-related field.
  • Minimum 4 years' extensive experience in category-based buying and negotiating contracts or directly related experience within the field.
  • Purchasing Designation (SCMP, C.P.M., or C.P.P.O.) considered an asset.
  • Comprehensive knowledge and experience in public procurement processes, negotiating commercial terms and conditions, and competitive bidding laws.
  • Demonstrated ability to apply competitive bidding law, contract law, and risk management tools and skills.
  • Demonstrated proficiency with Microsoft Office Suite, Oracle or similar ERP software, and Bids & TendersTM or similar web-based eProcurement systems.
