About the Role

The City of Vancouver is seeking a highly skilled Process Improvement Manager to lead Engineering-wide business-related process improvement projects and manage multiple Level 1 and Level 2 projects, initiatives, or events.

Key Responsibilities
  • Manage project teams, including internal and external hiring, managing performance, coaching, and mentoring.
  • Plan projects in detail, identifying project scope, budget, and schedule, as well as project risks, project organization, and project management approach.
  • Participate in confidential planning that may have City-wide operational and financial implications.
  • Execute projects according to approved Project Charters, organizing and leading meetings with project teams, stakeholders, and vendors as needed.
  • Identify and proactively manage project issues and risks, managing project costs to approved budgets.
  • Ensure project performance meets expectations in terms of timelines and scope completion.
  • Implement adequate internal controls for reporting to senior management.
  • Regularly report on project status by conducting meetings with project team members.
  • Ensure proper project closeout at completion, managing the sign-off process for project deliverables from stakeholders.
  • Organize and conduct lessons-learned sessions, documenting and presenting project closeout analyses.
Requirements
  • Bachelor's degree in Engineering or Business Administration and a minimum of three years' related experience managing increasingly complex business process improvement projects, events, or initiatives.
  • Training in Project Management methodologies, practices, and processes, preferably consistent with those provided by PMI (Project Management Institute).
  • Experience in hiring, developing, and managing staff in a Collective Bargaining environment.
Preferred Qualifications
  • Knowledge of Project Management methodologies, practices, and processes.
  • Good understanding and interest in current technologies and issues related to IT infrastructure and IT systems development and operations.
  • Excellent leadership skills with the ability to motivate, engage, and mentor staff.
  • Excellent communication (oral and written), interpersonal, facilitation, and presentation skills.
  • Ability to write effectively, prepare status reports, and summaries.
  • Ability to exercise sound judgment and resolve conflicts arising within the project team or in interactions with others in the most advantageous manner to all parties.
  • Ability to build relationships and influence others while respecting the sensitive and political challenges that impact decisions.
  • Ability to work well under pressure and manage multiple projects and processes with competing schedules and resources.
  • Ability to analyze and solve problems and take decisions or make recommendations based upon thorough analysis of facts.
  • Ability to focus on details, while maintaining a balanced high-level view of an assignment.
  • Ability to manage change and assist others with adapting to change.
  • Lean Six Sigma Black Belt/Green Belt Certification/Training is an asset.
  • Scrum Master Certification/Training is an asset.
  • Experience working in a government organization is an asset.
  • Proficiency in the use of Excel, PowerPoint, and Visio is an asset.
