Position: Director of Finance and CFO

The Director of Finance and CFO leads the Finance Division to achieve planned business outcomes. This involves contributing to the design and implementation of strategy and innovations in the corporation's finance functions, including treasury management, service-based budgeting, management, and public performance reporting.

The Director is accountable for the corporation's core finance functions, including accounting, financial planning and budgeting, purchasing, revenue management, risk management, and oversight of the City's $500M investment portfolio. They lead and support a team of skilled finance professionals.

Key Responsibilities:

  • Lead the preparation of the corporation's Business Plan, covering approximately $750M in operating and capital expenditures across 58 lines of service.
  • Develop and implement financial strategies to support the city's economic growth and development.
  • Manage the city's financial risk and ensure compliance with relevant laws and regulations.
  • Lead a team of finance professionals to provide financial planning, budgeting, and reporting services to the city's departments and agencies.

Requirements:

  • University degree in a related discipline, preferably in economics, business administration, or commerce, including several accounting courses at the intermediate level from a recognized university with Canadian accreditation.
  • Directly related experience at a senior management level in large, unionized, and highly diverse public or private sector organizations, including experience leading a similar function.
  • Solid understanding of current and emerging issues affecting local government policies, financing choices, and service delivery.
  • High capacity for financial and economic analysis and planning, with reference to municipal finance.
