Payroll Analyst

Job Summary:
We are seeking a highly skilled Payroll Analyst to join our team at the City of Kitchener. As a Payroll Analyst, you will be responsible for providing analysis and support for payroll-related accounts and expenditures, ensuring adequate resources for the payroll system. You will also provide periodic backup to payroll processing during peak times, vacations, and other absences.
Key Responsibilities:
- Reconcile payroll accounts, including banked overtime, payroll accruals, clothing deductions, computer loans, government remittances, self-funded leaves, salary continuances, and cemetery plans.
- Reconcile subsystems on a regular basis from PeopleSoft payroll to SAP general ledger, monitor for errors, and prepare entries to rectify differences.
- Assist the Payroll Supervisor with year-end functions, such as OMERS reporting, T4 reporting, sick/vacation balance issues, retroactive payment calculations, annual vacation payments, and process improvements.
- Assist with research of accounting treatment and legislative requirements for payroll-related items.
- Analyze payroll benefit costs by pay groups, including Fire, hourly, salary, and various union groups, and provide benefit cost information to HR, Financial Planning, and Accounting Management for planning/bargaining purposes.
- Assist the Payroll Supervisor with providing necessary payroll information to appropriate groups for collective bargaining purposes.
- Assist the Payroll Supervisor with provision of payroll data for budgeting purposes and recommend process improvements accordingly.
- Analyze payroll costs, including salaries, wages, full-time, part-time, overtime, premiums, and other related costs, for accuracy and appropriateness relating to trends and budgets.
- Assist with monthly payroll billings for various arms-length agreements.
- Provide backup to payroll administrators for weekly and biweekly payroll processing as required on a regular basis.
- Provide functional support and testing for system updates/upgrades, legislative updates, and other related tasks.
- Provide training to payroll administrators on PeopleSoft functionality and updates.
- Act as a Payroll subject matter expert with PeopleSoft interfaces, such as Cityworks/SAP, and recommend necessary process improvements.
- Assist with payroll-related continuous improvement projects as required.
- Assist with documentation of payroll processes.
Requirements:
- Must have an accounting diploma/degree (3 years).
- Must have a Payroll Compliance Practitioner (PCP) certification.
- Must have over one year of full-cycle payroll experience and year-end reporting.
- Must have experience working with large ERP systems, preferably PeopleSoft, SuccessFactors, and SAP.
- Must have a sound understanding of payroll legislation and union contracts.
- Must have experience in accounting with account reconciliation, billings, and analysis.
- Must have highly developed computer skills, particularly in the use of advanced spreadsheets, word processing, database, and report writer.
- Must be able to effectively prioritize work.
- Must be an effective communicator and team player.
- Must be reliable with a good attitude and employment record.
