French Bilingual Inclusion and Learning Manager

We are seeking a highly skilled and experienced French Bilingual Inclusion and Learning Manager to join our team at Publicis Groupe Canada. This is a unique opportunity to work in a hybrid role that combines Diversity and Inclusion (D&I) and Learning and Development (L&D) responsibilities.
About the Role:- Provide specialized logistical and administrative support for our D&I mandate in our Quebec offices, including working with our various Quebec employees, Business Resource Groups, and external partners.
- Lead the needs analysis process, provide appropriate solutions, and design, develop, and deliver a variety of learning initiatives, projects, and development programs within the Quebec market.
- Manage end-to-end learning program design, development, and delivery with a focus on performance improvement in Quebec.
- Develop, build, facilitate, and administer a wide variety of programs for D&I and L&D to ensure access to all employees in the Quebec market.
- Work with the D&I and L&D managers to ensure our mandates are being fully implemented in our Quebec offices.
- Operate fluently in both English and French within the Quebec market.
- Serve as the primary point of contact for all learning and development/D&I employee assistance requests in Quebec.
- Utilize global resources and national materials to ensure that all existing DE&I and L&D initiatives are deployed in the Quebec region and are in compliance with local law and language requirements.
- Perform administrative and logistical tasks associated with execution of strategic events, including workshops, partnerships, training, execution of plans, leadership programs, campaigns, and thought leadership events.
- Create, maintain, and develop local relationships with speakers and vendors.
- Lead ad hoc projects related to the development of new Learning and Development/Diversity and Inclusion materials and programs to support the teams.
- Partner with larger Brand Level HR and local leadership teams to align learning objectives with system capabilities and business priorities for Learning and Development/Diversity and Inclusion.
- Oversee junior team members when applicable.
- Work with the D&I team and the various Business Resources Groups to promote and develop education/training programs to enhance employee understanding on inclusion issues.
- Work to gain understanding of appropriate legislation/policies to ensure Publicis Groupe Canada is following proper procedures to ensure eliminating bias and ensuring inclusion.
- Support and guide the HR/Talent Acquisition/Learning & Development teams in Quebec to help create a brand that appeals to diverse applicants and removes bias, involving the D&I Manager/Head of Diversity & Inclusion when needed.
- Maintain relationships with diversity-related businesses, with the intention of working together and making progress on our D&I mandate.
- Create documentation for learning programs and evaluate individual and organizational development needs to design and deliver training programs ensuring the ability to measure success and adapt as required.
- Coordinate, lead, and facilitate regular learning opportunities for a full range of employees, as well as learning programs in both English and French in person and virtual with post-learning support.
- Identify and solve for barriers to learning administration and reporting alongside our other Manager, Learning and Development.
- Drive a continuous improvement mindset and measure success metrics to lead program management in developing and monitoring action plans that improve and optimize performance, ensuring lessons are learned from challenges and solutions are developed and implemented.
- Use the coaching process to improve others' learning and performance.
- Assist in producing reports and insights to support annual compliance, general learning data, and trends for the learning and HR teams.
- Remain current in learning industry trends and methodologies and integrate into professional practice of adult learning.
- Bachelor's degree in Human Resources Management or a related field an asset.
- Equivalent of 3+ years of experience in a Diversity & Inclusion role.
- 3+ years of experience in Learning & Development, similar HR experience, or similar experience with teaching/facilitating.
- Good relationship management skills, ability to work independently and collaboratively.
- Must be good at time management, project management, and be comfortable working in a hybrid environment.
- Ability to exercise good judgment and analytical skills as well as confidentiality in determining which matters require immediate attention and escalation procedures.
- You have a customer service mentality and understand all you do has a larger impact and helps make our team better and maintain a strong orientation toward positive customer experience.
- Demonstrated cross-cultural competencies, including emotional intelligence communication skills, and ability to engage and build relationships.
- Understanding and appreciation for stakeholder management and communications planning and budget management.
- You enjoy working on a wide variety of projects and are interested in learning about the advertising/media industry.
- Must be flexible and able to manage multiple tasks and handle changing priorities and deadlines.
- Proficient working in G-Suite as well as MS Office - particularly Excel/Google Sheets.
- Excellent prior knowledge of principles of diversity, equity, and inclusion with an ability to identify trends for increasing diversity in the workplace.
- The Diversity & Inclusion mandate is strong and always progressing – it will require curiosity, ability to think creatively, and some entrepreneurial spirit as it continues to break ground and make progress.
- Qualifications Specific to L&D:
- Experienced in training facilitation and content design with the ability to facilitate at the junior to senior level.
- Knowledge of/interest in learning techniques, learning models, and learning theories.
- A willingness to identify learning needs within the Quebec market and move quickly to identify solutions along with the national L&D and local leadership teams.
- The national L&D team is a newly formed function which will require the ability to build and deploy offerings while also continuing to support the team in building efficient processes and evolving how we do things.
- Experience with HR technology, specifically LMS systems, is a plus.
