Job Summary

Altus Group is seeking a highly experienced Senior Project Manager to join our Cost Consulting and Project Management team in Toronto, Ontario. As a P. Eng, you will provide technical expertise in project delivery, including procurement, project management, cost and schedule development, commercial and technical risk analysis, and mitigation for P3 infrastructure projects.

Key Responsibilities
  • Review and recommend technical solutions for improvements on assigned P3 projects, developing clear deliverable frameworks and providing guidance to clients.
  • Provide advisory services to public and private clients on P3 projects, coordinating technical reviews and assessing environmental impact studies, risks, and other items.
  • Identify major impacts of developments along transit corridors, determining the necessity and scope of improvements, and communicating comments and concerns to clients.
  • Develop technical specifications for owner/government clients, providing advisory services from procurement to implementation.
  • Track the progress of concurrent projects, managing shifts in focus and ensuring data verification and validation, project scheduling, budget accuracy, bid pricing review, post-contract contingency usage, and budget process review and assessment.
  • Consult with engineering staff on development-related issues and liaise with external agencies, municipalities, Infrastructure Ontario, developers, and their consultants.
  • Conduct or oversee field inspections and provide responses to inquiries from Project Co and other government agencies to ensure compliance with permits, regulations, standards, and contract documents.
  • Provide PPP advisory services, understanding PPP processes, products, and procurement routes, and supporting all aspects of the PPP process commercially and contractually.
  • Benchmark service costs, review market testing, and conduct Value for Money reviews, providing payment mechanism modeling and analysis services.
  • Advise financial institutions and project sponsors on risk assessment and control, identifying, analyzing, and advising on design and construction proposals, site/building condition investigations, construction programs, and construction delivery processes.
  • Assess construction costs, identify project risks, and implement control mechanisms, reviewing planned performance against actual progress, certifying monthly valuations, and checking compliance with specifications and client requirements.
  • Select, interview, appoint, and lead multi-functional bid teams of third-party suppliers, determining a bid strategy that captures end-user requirements and expectations.
  • Provide guidance, coaching, and mentoring to junior staff in a supervisory capacity, ensuring the infrastructure team delivers high-quality service to clients.
  • Work with management to support the implementation of strategies contributing to revenue generation, profitability, and growth of the Business Unit.
Key Qualifications
  • Bachelor's degree in Civil/Structural Engineering or comparable disciplines.
  • 11-15+ years of experience in P3 Infrastructure Advisory Services.
  • Professional Engineer Designation and Project Management Professional (PMP) certification.
  • Self-motivated with high integrity, honesty, and proven strategic thinking and analytical skills.
  • Full understanding of P3 financing mechanisms and solid business acumen and financial risk analysis skills.
  • Strong understanding of the factors influencing the development cycle of PPP for high-profile complex infrastructure projects and knowledge of the construction industry in Canada and the US.
  • IT skills, including the ability to read and understand engineering drawings.
