Job Summary

We are seeking a highly skilled and experienced Capital Projects Manager to join our team at the City of Toronto. As a key member of our Capital Project Design and Delivery Section, you will be responsible for managing complex, concurrent, and multi-disciplinary capital construction landscape projects for major parklands.

Key Responsibilities
  • Develop and implement detailed plans and policies/procedures regarding program-specific requirements.
  • Manage a multidisciplinary team of staff, contractors, and consultants to effectively implement major large-scale facility construction projects, renovations, and alterations.
  • Ensure effective teamwork and communication, high standards of work quality, and organizational performance.
  • Coordinate all documentation, including correspondence from building inspectors, contractors, and other stakeholders.
  • Plan and coordinate the work priority in complex phased projects.
  • Inspect and supervise work in progress to ensure compliance with relevant legislation and approved contract documents.
  • Assist in resolving delay claims and disputes that may arise during construction activities.
  • Secure approvals from regulating and government agencies to enable projects to proceed.
  • Review assessments conducted with client groups to ensure capital requirements are addressed during the budget cycle.
  • Prepare pre-qualification documents to ensure qualified bidders are obtained.
  • Evaluate tender documents and consultant proposals and make recommendations for Council approval.
  • Provide input into and administer assigned budgets, ensuring expenditures are controlled within approved budget limitations.
  • Assist senior management in developing strategic policies and programs to meet long-term needs.
Requirements
  • Post-secondary education in a related discipline (e.g., Landscape Architecture, Civil/Coastal/Water Engineering) or equivalent combination of education and relevant work experience.
  • Considerable experience leading complex, concurrent, and multi-disciplinary capital construction landscape projects for major parklands.
  • Experience with construction management, including planning and scheduling, budgeting and estimating, cost control and accounting, quality control, and reporting.
  • Valid Province of Ontario Class "G" driver's license and ability to access a vehicle for site visits.
  • Ability to manage consultants and contractors, as well as diverse partner interests.
  • Highly developed analytical, conflict resolution, and problem-solving skills.
  • Excellent communication, presentation, and interpersonal skills to deal effectively with staff, political representatives, consultants, contractors, and the public.
  • Comprehensive knowledge of related policies, Acts, Codes, and legislation.
  • Proficient in MS Word, MS Project, Excel, Project Accounting, and scanning and imaging software.
