Job Summary

We are seeking a highly skilled Commercial Specialist to join our team at the Provincial Health Services Authority (PHSA). As a key member of our West Alliance Office, you will play a critical role in monitoring, reviewing, and improving contractor performance, managing day-to-day vendor relationships, and leading quality assurance initiatives.

Key Responsibilities
  • Provide expert advice and guidance on procurement and contract management processes and practices, contractual obligations, and issues resolution.
  • Monitor contractor performance to ensure performance targets and quality standards are met, develop well-defined criteria to measure quality, and provide regular performance reports.
  • Assist senior management in engaging customer departments in developing and modifying service level agreements and priorities to ensure contract services are carried out in accordance with operational objectives.
  • Participate in discussions and key decisions on contract scope, change orders, and monitor compliance with PHSA Procurement and Financial policy to ensure value is received for the term of the contract.
  • Play a leading role in quality assurance by resolving client issues related to contract quality outcomes and business with service providers across the Province.
  • Manage day-to-day actions and issues with vendors at the contract level and support resolution.
  • Provide timely input, expertise, and engagement on horizontal initiatives aimed at driving integration across Health Authorities to achieve business initiatives of the WEST Alliance Office.
  • Prepare draft contracts and change orders in conjunction with other WEST Alliance Office managers, ensuring compliance with PHSA policies and guidelines.
  • Implement risk assessment frameworks based on current accepted criteria and best practices, leading the identification and management of risks associated with contract performance.
Requirements
  • A level of education, training, and experience equivalent to a bachelor's degree in finance, business, or a related discipline, plus a minimum of five (5) years of recent, related experience, including contract management experience.
  • Sound analytical and problem-solving skills, ability to use diplomacy and tact in dealing with conflict resolution, and ability to analyze and interpret complex contracts and policy.
  • Excellent analytical and critical thinking skills, excellent verbal and written communication skills, and excellent interpersonal skills and ability to work effectively with all levels of staff.
