Commercial Specialist, West Alliance Office

Job Summary
The Commercial Specialist, West Alliance Office is responsible for monitoring, reviewing, and improving contractor performance; manages day-to-day vendor relationships; and has a lead role in quality assurance including developing service quality criteria and monitoring the performance resolving client issues as they relate to contract quality outcomes and business with the contractors across the Province.
Key Responsibilities
- Provides advice and guidance on procurement and contract management processes and practices, contractual obligations/interpretation, issues resolution and other related items.
- Monitors contractor performance to ensure performance targets and quality standards are met on an ongoing basis, develops well-defined criteria to measure the quality of services and develops regular and ad hoc performance reports for the WEST portfolios, and provides advice with respect to the application of penalties when service levels are not maintained.
- Assists senior management in engaging customer departments in developing and modifying service level agreements and priorities to ensure contract services are carried out in accordance with operational objectives. Functions as the focal point and expert resource and knowledge base for WEST Alliance Office staff. Provides direction to other staff as needed on operational issues.
- Participates in discussions and key decisions on contract scope, change orders and monitors compliance with PHSA Procurement and Financial policy to ensure value is received for the term of the contract.
- Plays a leading role in quality assurance by resolving client issues as they relate to contract quality outcomes and business with the service provider(s) across the Province.
- Manages the day-to-day actions and issues with the vendors at the contract level and supports resolution.
- Provides timely input/expertise/engagement on horizontal initiatives aimed at driving integration across the Health Authorities to achieve the business initiatives of the WEST Alliance Office.
- Prepares draft contracts / change orders in conjunction with other WEST Alliance Office managers ensuring compliance with PHSA policies and guidelines, including selecting appropriate contract language, recommends safeguards, contract milestones and payment schedules for inclusion into final contracts.
- Implements risk assessment frameworks based on current accepted criteria and best practices. Leads the identification and management of risks associated with the performance of the contract.
- Reviews, approves and manages client service requests and complaints. Participates in evaluating business and operational impacts of service requests and the development and maintenance of service offerings.
Requirements
- A level of education, training, and experience equivalent to a bachelor's degree in finance, business or related discipline; plus minimum five (5) years of recent, related experience including contract management experience. In-depth knowledge and expertise researching, analyzing and evaluating contract processes and requirements for program delivery and recommending changes. Expertise in managing multi-million, multi-year contracts in a public sector setting is preferred.
