With a combined operating and capital budget of approximately $101.6 million and over 500 permanent and part-time employees, Elgin County is committed to meeting the needs of its seven partner municipalities, 52,000 residents, and business community through efficient and effective services.

In this key role, you will provide strategic oversight and guidance, ensuring the effective delivery of Human Resources programs and services.

The Director serves as a member of the County's Executive Leadership Team, supporting all programs and services while leading integration with Council's strategic plan. You will be responsible for advising organizational leadership and County Council on challenges, partnering with leaders throughout the organization to build, sustain, and reward success, and plan for change.

As a dynamic professional, you will possess:

  • Progressively responsible HR management experience, preferably in a unionized work setting
  • 10+ years of human resources leadership experience within a medium to large, preferably public sector employer
  • Demonstrated superior advisory and consulting experience to educate and guide leaders
  • Experience and ability to provide exceptional leadership to staff and build enthusiastic, high-performing teams
  • Extensive practical staff relations knowledge and skills
  • Talent development strategies in recruitment, employee coaching, leadership, training, and succession planning
  • Demonstrated ability to provide customer service excellence
  • A well-developed knowledge of HR modernization methods, tools, and technology
  • Effective human relations skills in dealing with executives, managers, staff, and other stakeholders
  • Broad knowledge of legislation relative to Human Resource fields
  • Strong organizational, analytical, communications, and presentation skills
  • University degree in Human Resources or related discipline, with preference given to those with a graduate degree
