Bylaw Enforcement Supervisor

The District of North Vancouver is seeking a highly skilled and experienced Bylaw Enforcement Supervisor to join their team. As a key member of the Bylaw Services department, you will be responsible for investigating and processing bylaw complaints, enforcing regulations and bylaws, and supervising a team of bylaw enforcement officers.
Key Responsibilities- Investigate and process bylaw complaints, enforce regulations and bylaws, and handle complex or controversial enforcement matters.
- Plan, assign, supervise, and review the work of a team of bylaw enforcement officers, and participate in selection, training, and performance evaluation.
- Prepare reports, maintain records, and correspondence related to the work performed, and assist in the development of and amendment to branch policies and procedures.
- Gather evidence and appear in court as a witness for prosecutions, and swear information at provincial court.
- Assist other departments in their enforcement of regulations and bylaws, explain and interpret bylaws and regulations to the public, and attend meetings as required.
- Respond to inquiries from the public by email, phone, or other communication methods, and deliver summonses and subpoenas on behalf of the District.
- Considerable knowledge of bylaws and regulations related to the work.
- Sound knowledge of court procedures and legality of various types of evidence.
- Sound knowledge of the geography and street locations in the District.
- The ability to investigate complaints and enforce bylaws and regulations with tact, impartiality, firmness, and sound judgment.
- The ability to plan, assign, supervise, and review the work of a team of subordinates engaged in bylaw enforcement work, and to participate in the selection, training, and performance evaluation of same.
- The ability to maintain an effective work program and to interpret and explain bylaws and regulations to the public, and to maintain liaison with a variety of internal and external contacts.
- The ability to prepare correspondence, records, and reports related to the work, and to prepare and present evidence in court.
- The ability to operate common office equipment and proficiency with MS Office.
- Completion of Grade 12, plus sound experience in inspectional and enforcement work, including some supervisory experience; OR an equivalent combination of training and experience.
- Completion of Justice Institute of BC, Levels 1 and 2, or an equivalent, would be considered an asset.
- A valid BC Driver's License is required, and the ability to acquire and maintain an RCMP Reliability Security Clearance is required to work in the RCMP detachment.
