Bylaw Compliance Manager

The Municipality of North Cowichan is seeking a highly skilled and experienced professional to fill the role of Bylaw Compliance Manager. This position is responsible for overseeing and conducting enforcement and community safety activities in an effective and efficient manner, conforming to the Municipality's policies and procedures, and liaising and coordinating with other departments' staff on bylaw enforcement matters.

The ideal candidate will have a degree or diploma in criminology, business, or a related field, and at least eight years of experience in bylaw compliance and/or business licensing with increasing levels of responsibility. They will also possess sound knowledge of the concepts, practices, and techniques of local government administration, as well as problem-solving and decision-making skills to formulate strategies to address frequent and often complex bylaw compliance issues.

The Bylaw Compliance Manager will be responsible for supervising and directing the work of technical and clerical staff within the Bylaw and Business Licensing Services Department, and will lead a team that interacts directly with citizens and businesses on a diverse range of issues. They will also be responsible for representing the Municipality in court on bylaw enforcement matters, and for liaising with government agencies, other local governments, the Fire Department, and the RCMP on community safety and enforcement matters.

The successful candidate will be required to undergo a comprehensive evaluation of skills, qualifications, and abilities, and will be required to possess and maintain a valid Class 5 B.C. Driver's License and a satisfactory current driver's abstract.

Key Responsibilities:

  • Oversee and conduct enforcement and community safety activities
  • Conform to the Municipality's policies and procedures
  • Liaise and coordinate with other departments' staff on bylaw enforcement matters
  • Represent the Municipality in court on bylaw enforcement matters
  • Liaise with government agencies, other local governments, the Fire Department, and the RCMP on community safety and enforcement matters
  • Supervise and direct the work of technical and clerical staff

Required Skills and Qualifications:

  • Degree or diploma in criminology, business, or a related field
  • At least eight years of experience in bylaw compliance and/or business licensing
  • Sound knowledge of the concepts, practices, and techniques of local government administration
  • Problem-solving and decision-making skills
  • Superior communication skills
  • Training and demonstrable skills in conflict resolution and mediation
  • Ability to read, produce, analyze, and interpret statistical data
