Job Title: Head of Programmes

Collage HR is seeking an experienced Head of Programmes to join our team in Ottawa, Ontario. As a key member of our organization, you will be responsible for executing services and projects for LCE, defining and maintaining ownership of the Project Management practice, and ensuring the delivery of all technical and engineering programmes and services within timescale and cost targets.

Key Responsibilities:
  • Define and maintain ownership of the Project Management practice for the company.
  • Own the portfolio of executing services and projects for LCE.
  • Designate the Project Manager for all LCE project work and act as the primary Point of Contact (POC) for all project and service stakeholders.
  • Provide leadership to LCE Project Managers, who will report directly to the Head of Programmes.
  • Assist in establishing organizational policies and procedures to support portfolio, services, and project management.
  • Act as the first line of issue escalation and resolution for a Project Manager.
  • Support the Project Manager in liaising with stakeholders and strengthening relationships with LCE stakeholders associated with all projects and services.
  • Monitor project progress and implement changes where necessary.
  • Identify and manage escalated project risks and issues, reporting these into the company at the appropriate council as necessary.
  • Ensure project and services comply with objectives, organizational policies, procedures, and standards.
Requirements:
  • 10 years' experience in a software, systems, or other relevant engineering discipline.
  • 10 years' experience in project management/PMO.
  • Software Engineering, Computer Engineering, Computer Science, or applicable combination of education and experience.
  • Exceptional communication and interpersonal skills.
  • Advanced skills with Project Management tools and techniques for both timeline and resource management.
  • Experience with subcontract management.
  • Knowledge and experience in leading the development, design, analysis, integration, and test of mission-critical products.
  • Self-motivated leader and team player capable of working with minimum direction.
  • Eligibility for Controlled Goods Regulations Program (CGRP) government clearances and International Traffic in Arms Regulations (ITAR).
  • Ability to obtain a Canadian Industrial Security Clearance to NATO SECRET level.
