As the Regulatory Affairs Manager, you will be responsible for overseeing regulatory activities and managing the day-to-day functions of the Regulatory Affairs Department.

Key responsibilities include:

  • Providing support to the Chief Financial Officer & Vice President, Finance in developing recommendations to the Executive Management Team on regulatory strategy, policy, compliance, and communications.
  • Assessing alternative regulatory options where the utility is involved and recommending the optimum approach for the Company.
  • Preparing and being accountable for thorough, persuasive evidence and argument for submission to the Ontario Energy Board in support of the Company's applications for rates, licenses, and regulatory rule-making proceedings.
  • Preparing and/or reviewing Company submissions in support of interventions in external regulatory proceedings, regulator consultations on codes and guidelines, and other matters with significant regulatory content.

You will also be responsible for:

  • Rates and Regulatory Applications: Preparing and being accountable for thorough, clear, and persuasive narrative evidence and argument in support of Corporate positions. Providing company representation/testimony, case management, witness preparation and support, and liaison with external counsel as appropriate.
  • Preparation of the Five-Year Annual Business Plans and Quarterly Forecasts, including:
    • regulatory affairs department budget
    • distribution revenue budget
    • energy revenue
    • cost of power
    • regulatory asset and liabilities
  • Regulatory Compliance: Interpreting and applying existing and proposed regulatory legislation, codes, guidelines, and market rules. Coordinating and ensuring operational and reporting compliance with relevant regulatory requirements.
  • Regulatory Analysis and Strategy: Providing expert analysis to support the VP, Finance with recommendations with respect to overall Corporate regulatory strategy, as well as preferred policy and approach on specific issues.
  • External Regulatory Representation: Representing the Corporation in external stakeholder proceedings and consultations sponsored by the OEB, the IESO, and other industry participants.
  • Regulatory Policy and Support: Providing expert regulatory advice internally to key managers in the Corporation.
  • Documentation and Record Keeping: Managing record-keeping activities to facilitate timely and accurate submission of Regulatory documents and maintaining records for internal and external review.
  • Vision and Alignment: Sharing a compelling and inspired vision and strategy for Customer Experience and the Billing department and generating commitment and alignment of its people.
  • Relationship and Network Building: Seeking and building alliances, maintaining effective relationships, communicating in a compelling and articulate manner instilling commitment, and fostering open respectful two-way communication channels, internally and externally to further the strategy and vision of the Company.
  • Negotiation: Actively listening for underlying nuances and messages and collaborating to build consensus, manage and/or resolve conflicts and reach mutually agreeable outcomes.

This role requires related experience (8+ years) in a management role.

Estimated salary: $85,000 - $110,000 per year, depending on location and qualifications.
