The Role
As a key member of the Douglas College team, the Director, Human Resources plays a vital role in shaping the organization's human resources strategy. Reporting to the Associate Vice President, Human Resources, this senior leader provides expert guidance and direction on all aspects of HR, including employee and labor relations, collective agreement administration, and recruitment.
Key Responsibilities
- Develop and maintain strong partnerships with College leaders to understand departmental business objectives and ensure effective delivery of HR programs and initiatives.
- Provide senior-level advice and guidance to leaders on human resources, employee, and labor relations matters, ensuring they are informed and prepared to administer collective agreements and HR policies.
- Oversee all labor relations activities, including collective agreement administration, grievance handling, and arbitration processes, ensuring consistency across the College.
- Lead collective bargaining processes, conducting research and engaging with stakeholders to understand operational and strategic bargaining priorities.
- Develop bargaining proposals in support of longer-term College goals and lead contingency planning in the event of labor disruption.
- Lead or support workplace investigations, providing advice on appropriate outcomes and arranging external investigators or mediators as needed.
- Oversee and direct the strategic and operational requirements for efficient and effective HR administration services, including recruitment, hiring, and onboarding.
- Provide leadership, direction, and support to a team of human resources professionals, hiring, orienting, supervising, evaluating, and providing performance feedback to direct reports.
- Promote an environment of collaboration and service excellence, inspiring, motivating, and guiding team members to foster commitment and trust.
- Act as a change agent, building awareness of new HR processes and facilitating successful process, behavior, and cultural change.
- Ensure compliance with legislative requirements and College policies, providing input into the HR budget and strategic plan.
Requirements
- Established professional credibility with a post-secondary degree in a related discipline, such as Human Resources, Law, or Business Administration, and a CPHR designation.
- A minimum of ten years of progressively responsible HR/labour relations experience in a complex unionized environment, including five years in a managerial role, with public sector experience preferred.
- Excellent knowledge of current labor, employment, and human rights law and related statutes and jurisprudence.
- Experience leading and conducting workplace investigations, with a collaborative, people-centric approach to leadership and people development.
- Strong business acumen with a passion for business partnerships and service orientation, superior written, presentation, and oral communication skills, and the ability to build relationships and influence at all organizational levels.
- Demonstrated skills in diplomacy, negotiation, conflict resolution, and mediation, with exceptional organization skills and the ability to work independently in a demanding environment.
- Solid project management skills, including experience with developing, leading, implementing, and evaluating the effectiveness of HR projects and procedures.
- Demonstrated ability to model appropriate professional, ethical, and collaborative behaviors consistent with the responsibilities of this position.
