Policy Analyst, Disaster Assistance Programs, Emergency Management Office

The Government of Nova Scotia's Emergency Management Office is a collaborative effort with municipalities, federal and provincial departments, and critical infrastructure partners to strengthen emergency preparedness through planning, training, and exercising.
About Our OpportunityWe are seeking a highly skilled Policy Analyst to join our team in the Emergency Management Office. As a key member of our team, you will play a crucial role in supporting disaster assistance programs across the province, working on the development, implementation, and evaluation of policies that directly aid our communities during times of crisis.
Primary Accountabilities- Oversee day-to-day requirements for Provincial Disaster Financial Assistance Arrangements (DFAA) program and liaise with applicants and external stakeholders.
- Update policies, procedures, and training curriculum related to the DFAA program.
- Participate in Federal/Provincial/Territorial meetings/working groups to ensure the Province of Nova Scotia is aligned with all national standards, guidelines, and processes.
- Participate in and/or coordinate program evaluation and reviews to support continuous improvement activities.
- Ensure quality assurance of DFAA files and that tracking systems are up to date.
- Assist with training of internal staff on DFAA programs.
- Work with a team to coordinate stakeholder consultations.
This may be the right opportunity if you have:
- A bachelor's degree and at least seven (7) years of related experience with at least two (2) years of emergency management experience or a master's degree and five (5) years of related experience.
- Strong organizational skills with attention to detail and accuracy.
- Strong interpersonal and communication skills (both written and verbal) with a broad range of audiences.
- Proficiency with Microsoft Office 365 (Excel, Word, Outlook, etc.), SAP, and internet technologies.
- Proven ability to work in a team-oriented environment and the ability to undertake assignments without supervision.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
We recognize equivalent combinations of training, education, and experience, providing opportunities for individuals with diverse backgrounds to contribute their skills and expertise. Equivalencies include, but are not limited to:
- A completed related master's degree and (5) years experience.
- A completed related Diploma and nine (9) years experience.
- Eleven (11) total years of related experience.

Working ConditionsThis role is in a fast-paced decision-making environment, and you may be working at your computer for extended periods of time. You may be required to travel to remote locations work locations, and travel during inclement weather conditions.
Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring your resilience. Must be available to participate in the on-call Duty Officer stand-by rotation and available to support the response and recovery of emergency events as required.
As you can imagine, deadlines in emergency management related work can change in an instant, so you will have a superior ability to multi-task and meet changing deadlines.
Additional Information- You will be responsible for working in the Provincial Coordination Centre (PCC) during emergencies, working overtime, and being on standby on a rotational basis.
- You must hold a valid Nova Scotia driver's license and access to a licenced, operating motor vehicle.
