About the Role

The House of Commons Administration is seeking a highly skilled Financial Strategist, Resource Management to join our team. As a key member of our Finance Services department, you will play a pivotal role in shaping financial strategies that support the nation's legislative functions, driving transparency and fiscal responsibility.

Key Responsibilities
  • Lead and manage the preparation of the House's Main and Supplementary Estimates and other supply processes.
  • Coordinate the ongoing monitoring and analysis of House expenditures, and oversee quarterly and periodic financial forecasts.
  • Provide leadership and expertise in advisory services for financial budgeting, cost analysis, and financial reporting tools to identify emerging financial issues.
  • Recommend changes and improvements to policies, processes, and training products related to financial and resource management at the House.
Requirements
  • Successful completion of a bachelor's degree with specialization in accounting, finance, business administration, or commerce OR an acceptable combination of education, training, and extensive relevant experience in financial management in the public sector.
  • Extensive experience in resource management and financial reporting for a complex institution not governed by public financial policies.
  • Proven expertise in managing the corporate budgeting process, including continuous management and control of budget allocations and statutory appropriations.
  • Recognized competence in researching solutions to overcome financial challenges, adapting to evolving operational priorities, and recommending innovative improvements.
  • Extensive experience in preparing the Main and Supplementary Estimates, and expenditure forecasts.
  • Proven expertise in developing and disseminating comprehensive financial reports and associated tools.
  • Mastery of costing processes and methods, cost analysis, and evaluation of existing policies and systems.
  • Ability to customize training products and provide authoritative strategic advice.
  • Recognized skill in drafting and distributing strategic documents and providing authoritative advice.
  • Significant experience in effectively managing human and financial resources.
Asset

Chartered Professional Accountant (CPA) designation.
