We are seeking a highly skilled Procurement Manager to lead our Turnaround Procurement team at our refinery in Saint John, NB. As a key member of our team, you will be responsible for developing and executing contracting and procurement strategies to ensure timely and cost-effective delivery of materials, equipment, and services for turnaround events.
Key Responsibilities- Lead the development of turnaround contracting and procurement strategies in collaboration with Supply Management Category Managers and Turnaround Planning and Execution teams.
- Function as a part of the Turnaround core team providing overall Supply Management direction.
- Liaise with Supply Management Category Managers to ensure Supply Management deliverables are met.
- Hold Supply Management Turnaround Contracts & Procurement Team members accountable to deliver on contracting and procurement strategies and all other Supply Management deliverables.
- Liaison with Turnaround team and Project Controls to ensure contract compliance and budget management.
- Responsible for developing and executing communication and reporting protocol to ensure all groups are provided with timely and relevant updates.
- Work with Materials Management team to identify critical equipment and surplus material deployment plan.
- Lead tactical procurement activities ensuring timely delivery of materials, equipment, and services for turnaround events.
- Support the expediting of materials and equipment as required ensuring timelines are met.
- Maintain a Supply Management action/issue log and registry.
- Participate in post-turnaround learning teams representing Supply Management.
- Provide on-site support to the business and contractors in advance of and during the turnaround.
- Manage multiple stakeholders across a broad category base with competing business priorities.
- Support the implementation of systems and processes which support collaboration and team effectiveness.
- Lead mentoring, learning, and coaching with members of the team.
- Develop and implement KPIs to drive continuous improvement in driving business value and productivity.
- Support the development and implementation of processes to track and report on opportunities and results achieved and that will demonstrate measurable results that improve over time.
- Support the development and implementation of strategies for competency development in all areas of responsibility including Strategic Sourcing, Contract Management, Supplier Management, P2P Process Improvements.
- Support the development and implementation of all related policies, processes, and procedures.
- Engage with business customers to monitor and resolve any issues with the Supplier delivering the defined scope of services or supply of goods.
- Bachelor's degree in business or related field.
- 15+ years project management experience.
- 5-10 years management experience.
