Job Information

Located in Yellowknife, the Senior Finance Officer reports to a Manager, Operations. This position processes transactions through exercising delegated accounting authority for all Government of the Northwest Territories (GNWT) departments as well as the Northwest Territories Housing Corporations, Boards, Agencies and Authorities as designated by the Minister and the Comptroller General under applicable sections of the Financial Administration Act (FAA). As an Accounting Officer, the Senior Finance Officer is responsible for both expenditure and disbursement control matters in accordance with applicable sections of the FAA requiring a strong working knowledge of the GNWT's Enterprise Resource Planning (ERP) system.

The overall accountability of this position centers on the processing of all forms of financial transactions through the GNWT ERP system. Additionally, the position supervises a team of six staff members, overseeing their daily tasks while providing ongoing training and support to ensure effective and compliant financial operations. The ability to lead and develop the team is a key component of this role, underscoring the importance of strong leadership and mentorship in maintaining the integrity of financial processes.

As a senior resource to the team, the position provides expert guidance on accounting treatments related to the GNWT's ERP system. This position verifies authorizations and approves transactions within designated authorized limits by the Minister and the Comptroller General under applicable sections of the FAA.

Typically, the above qualifications would be attained by:

  • A relevant undergraduate degree
  • One year of experience supervising
  • One of the following:
    • Completion of four competencies of the Canadian CPA Professional Education Program with three years accounting experience
    • Completion of the Canadian Payroll Associations Certified Payroll Manager Certificate (CPM), with three years directly related experience
    • Completion of the Certified Employee Benefit Specialist Designation with three years directly related experience
