{"Overall Job Summary": "We are seeking a highly skilled Procurement Specialist to join our team at CB Canada. As a key member of our procurement team, you will be responsible for providing strategic advice and guidance on procurement and project plans and initiatives.

Key Responsibilities:

- Provide recommendations and advice regarding procurement and project plans and initiatives;
- Develop and refine procurement documents, including Statements of Requirements and evaluation methodologies;
- Lead and produce documentation for information, training, and briefing sessions;
- Ensure strict adherence to corporate policies and procedures, applicable legislation, and international trade agreements;
- Conduct cost-benefit analysis of alternatives and facilitate stakeholder consultations;
- Participate in draft reviews and provide advice and guidance on best practices and recommended revisions;
- Contribute to the development of overall project scoping and approach;
- Assist and provide guidance on supplier negotiations;
- Confirm business requirements and establish requirements for procurement documents;
- Oversee procurement aspects of transition-out of existing contracts and transition-in of new contracts;
- Contribute to procurement reporting.

Requirements:

- Procurement, vendor management, and sourcing processes: extensive experience in implementing and executing procurement, vendor management, and sourcing processes, policies, principles, and standards;
- Stakeholder management: experienced in collaborating with multiple stakeholders and the vendor community;
- Academic: college diploma or university degree in business, engineering, technology, or related field;
- 5+ years of experience in leading large public procurement RFPs for IT services (including software, services, and cloud);
- Experience in vendor management, including management of third-party vendors, contract negotiation, evaluation of products or services from multiple vendors;
- Experience related to the end-to-end procurement lifecycle.

Assets:

- Financial management: understanding of key concepts of account payable processes;
- Certifications: Certified Professional Purchaser (CPP), ITIL Foundations, Quality methodologies - Lean / LSS / Six Sigma, Purchasing Management of Canada (PMAC), Council of Supply Chain Management Professionals (CSCMP).

- Excellent communication skills, both written and oral;
- Strong interpersonal skills when dealing with internal clients and vendors;
- Strong process management skills;
- Ability to effectively influence a diverse team of stakeholders, including senior executives;
- Be proactive, provide efficiency, and identify and leverage synergies;
- Create and maintain equitable relationships with vendors;
- Facilitate and encourage collaboration and work as one team;
- Ability to navigate through uncertainty and change within the organization.
