Deputy Chief Technology Officer, Infrastructure and Operations

About the Role:
The Deputy Chief Technology Officer, Infrastructure and Operations will play a key role in driving the mission of the Technology Services Group to deliver flexible technology architecture and solutions that deliver seamless services, connect the public and businesses, and empower employees.
Key Responsibilities:
- Lead the development of key practices within the target Enterprise Resource platform to enhance core IT operations programs such as Service Management, Asset Management, and Problem Management.
- Partner with teams and large-scale partners to deliver modernization programs using industry-standard capabilities and frameworks to 43,000 users.
- Oversee Incident Management, KPI management, and operational improvement programs across the Technology and Services Division.
- Lead programs to improve service desk experience through process redesign and technology improvement – 800 requests per year – toward significant improvement in key service metrics.
- Provide strategic advice and consultation on strategic plans, cybersecurity, budget allocations, policy development, road mapping, and other IT-related matters to the CTO and senior management.
- Manage an annual budget of $78m+.
- Implement best practices and tools for IT Service, Asset, Operations management, Service Desk, and End User capabilities.
- Lead the implementation of the Asset Management Program to create efficient, effective, and accurate inventories. Identify and mitigate potential risks to IT operations and infrastructure, ensuring business continuity and disaster recovery plans are in place.
- Ensure compliance with regulations and standards and maintain robust cybersecurity measures to protect Toronto's assets and data in close collaboration with the Chief Information Security Officer.
Leadership:
- Lead the operationalization of the Asset program using modern techniques available to drive efficient, effective, and accurate inventories to drive key operating programs (Lifecycle management, asset currency, security, and patching programs, software usage, and optimization, etc.).
- Deliver large-scale transformation programs through a diverse team of 240 people through three directors.
- Cultivate partnerships with other corporate teams as well as City partners/agencies/commissions.
- Manage relationships with external vendors and service providers, negotiating contracts, and ensuring service level agreements are met.
- Promote a culture passionate about customer service and operational excellence within the operations and infrastructure section, enhancing efficiency, reliability, and scalability.
Requirements:
- Significant experience leading large-scale and complex organizations through IT transformation and modernization.
- Experience leading an organization of 150+ people through a small team of direct reports.
- Operations experience related to incident management, communication, and leadership.
- Experience with security technology and program experience working closely with CISO teams.
- Well-versed in the development of relationships across departmental, organizational, and external partner stakeholders and teams.
- Service-oriented and customer-focused operational excellence and foster the highest levels of teamwork toward reaching organizational goals.
- A passion for public service would be highly beneficial.
- Educational credentials in information technology and business administration are an asset, but priority will be given to those candidates demonstrating related experience at a similar level.
