Halifax Regional Municipality is seeking a highly skilled Director of Solid Waste Management to lead the development and implementation of the municipality's solid waste management system.

The successful candidate will be responsible for overseeing the delivery of waste collection services to over 140,000 residential dwellings weekly, as well as managing relationships with key stakeholders such as Regional Council, Regional Chairs, and external agencies.

The Director will provide strategic direction and guidance for the effective operation of the solid waste management system, including integration of collection, facility, education, and enforcement operations and programs.

Key responsibilities will include:

  • Preparing and implementing annual business plans, including overseeing operating and capital budgets;
  • Overseeing operations related to waste collection and processing, including open and closed landfills, transfer stations, composting facilities, and material recovery facilities;
  • Managing multi-year, multi-million dollar contracts, including maintaining relationships with service providers, negotiating contract changes, and resolving disputes;
  • Supporting critical procurement initiatives, including related to the development of contract documents, tendering process, and contract award;
  • Managing facility environmental compliance, including overseeing key initiatives, resolving compliance challenges, and maintaining good relationships with regulators and stakeholders;
  • Overseeing waste education and enforcement programs, including related to waste education initiatives, multi-media promotions, and by-law enforcement;
  • Preparing and presenting reports to Regional Council, Public Liaison Committees, and other groups as requested;
  • Guiding staff in responding to concerns, complaints, and suggestions received from Council, Waste Resources Advisory Groups, and the general public;
  • Ensuring human resources are used effectively, fostering diversity, and monitoring and authorizing staff development and training programs in accordance with HRM policy and budgets;
  • Providing leadership and advice to the staff of Solid Waste Resources on responses to problems, development of policies, labour management issues, and recruitment;
  • Representing the Solid Waste Resources on key labour relations issues, grievance responses, and disciplinary matters;
  • Ensuring the Solid Waste Resources and Contractors operate in accordance with HRM Occupational Health and Safety programs, and ensuring prompt and effective responses to safety issues that arise;
  • Responding to and providing interviews with the Media, promoting the HRM Integrated Solid Waste/Resource System;
  • Guiding the HRM towards a circular economy.

The ideal candidate will possess a Master's degree or University Degree in Business Administration, Public Administration, Environmental Science, or a related Engineering field, as well as a minimum of 7 years' senior management experience preferably in a municipal environment in positions of progressive responsibility.

The successful candidate will also have a minimum of 7 years' experience with solid waste management systems or related fields, and contract and project management experience will be considered an asset.
