Job Summary

We are seeking a highly skilled and experienced Senior Business Consultant to join our team at Fraser Health. As a key member of our Corporate Reporting department, you will play a critical role in supporting the organization's vision, values, and purpose.

Key Responsibilities
  • Coordinate all aspects of Fraser Health's financial systems, consulting with colleagues, systems users, vendors, and suppliers to provide project management and leadership throughout implementation and support phases.
  • Lead enterprise-wide information systems projects, managing timelines and resources, and providing leadership to team members and facilitating change management strategies as part of the project.
  • Coordinate the procurement and management of external services, ensuring that requirements and expectations of contracts are met.
  • Provide senior consulting services to all disciplines and stakeholders, keeping abreast of initiatives and issues within the business areas and leading the business area through developing business cases, process reengineering initiatives, etc.
  • Formulate project plans with the business areas and/or provide input into operational or strategic plans.
  • Provide project leadership to a variety of large, complex projects, developing and managing project timelines, facilitating change management strategies, defining tasks, identifying, sourcing, and managing resources, identifying and mitigating project-related risks, and providing guidance to team members.
  • Ensure project closure by providing post-implementation evaluation, measuring key outcomes, assessing project-related staff, ensuring customer satisfaction, obtaining project sign-off, and documenting lessons learned.
  • Provide leadership to staff assigned to lead small to medium-scale projects, providing guidance on project management duties, budget management, or technical issues, and receiving updates from assigned team leaders on project status.
  • Provide input into project budget development and manage assigned dollars, approving required contractors, purchasing software and hardware, monitoring and reporting on budget variances, and discussing with project sponsors as required.
  • Liaise and communicate with project sponsors and stakeholders, monitoring and reporting on all phases of projects to ensure success and increase overall quality of products implemented.
  • Manage assigned projects through the project management lifecycle using standard documentation methodologies, such as project charters.
  • Develop user applications to improve workflow, efficiencies, and effectiveness, consulting with key user groups, conducting needs analysis, determining application code specifications, performing system testing, and documenting program development.
  • Champion project management methodologies and best practices through mentoring, coaching, and communicating with team members, business units, and staff.
  • Research and analyze market, technology, and industry trends and standards related to technologies for the purposes of collaboration in problem-solving, merging business needs.
  • Provide recommendations on the use and evolution of applications and tools.
  • Prepare, manage, and evaluate the procurement of external services, participating and/or managing the RFI, RFQ, and/or RFP process, including creating and evaluating the RFP and funds for large enterprise-wide systems initiatives.
  • Liaise with outside vendors, reviewing bids and/or negotiating equipment and/or service contracts, and making recommendations where necessary to the Manager.
Qualifications
  • Bachelor's degree in Computer Science, Business Administration, Software Engineering, and/or related discipline, supplemented with seven years' recent related experience with developing financial applications and/or financial application reporting in a large complex organization, including at least three years' experience as a project manager, or an equivalent combination of education, training, and experience.
  • CPA recognized professional accounting designation would be an asset.
