Compensation Range: Group 14 - $4,238.50 to $4,986.10 bi-weekly
Role Summary: This role reports directly to the Director of Human Resources and Organizational Development and is tasked with delivering comprehensive human resources solutions to designated client groups within the organization. The primary goal is to enhance customer service outcomes and align with the strategic objectives of the City of Greater Sudbury.
Key Responsibilities:
- Forge effective partnerships with business leaders to provide tailored human resource services, ensuring alignment with the organization's mission and values. Responsibilities include:
- Identifying and addressing human resources needs;
- Contributing to workforce planning and organizational restructuring;
- Advising on talent development initiatives;
- Participating in leadership panels for strategic decision-making;
- Proposing strategies to enhance workplace morale and productivity;
- Resolving complex employee relations matters;
- Facilitating positive communication and labour relations.
- Deliver essential human resources services to assigned client groups, including:
- Administration of Collective Bargaining Agreements and grievance procedures;
- Job analysis and development of job descriptions;
- Support for job evaluation processes;
- Acting as a representative during grievance mediation and arbitration;
- Reviewing and recommending modifications to Collective Bargaining Agreements;
- Leading negotiations for Memoranda of Understanding;
- Providing management with recruitment and placement guidance;
- Addressing human rights and harassment complaints;
- Serving as a resource for all employees regarding HR processes.
- Design and implement HR programs and policies in various sub-functions, ensuring alignment with corporate objectives.
- Develop and conduct training programs for supervisory staff.
- Promote effective communication and problem-solving within designated client groups.
- Advise on the interpretation and application of HR policies to ensure compliance with relevant laws and fair treatment of staff.
- Represent the organization at procedural meetings related to human rights and labour relations.
- Ensure proper communication of HR programs to all staff.
- Build networks with industry partners to stay informed on best practices.
- Maintain knowledge of safety regulations and applicable legislation.
- Perform additional related duties as required.
Qualifications:
Education:
- Diploma in a relevant field (e.g., Business, Human Resources Management) from an accredited institution.
- Ongoing professional development to enhance skills.
- Completion of a personnel administration program (e.g., CHRP) is advantageous.
Experience:
- At least five years of experience in a large, unionized organization, with three years in a similar role.
Knowledge:
- Understanding of organizational priorities and applicable legislation.
- Awareness of current management issues affecting HR.
- Familiarity with best practices in human resources and labour relations.
Skills:
- Ability to research complex HR issues and prepare reports.
- Strong customer service orientation.
- Capability to communicate the organization's vision effectively.
- Skills in conflict resolution and consensus building.
- Proficiency in managing change and responding to emerging opportunities.
Personal Attributes:
- Physical and mental fitness to perform job duties.
Language Proficiency:
- Excellent command of English, both verbal and written; French language skills are a plus.
Additional Requirements:
- Possession of a valid driver's license and a reliable vehicle for business purposes.
- Willingness to work at various locations as needed.
Leadership Competencies:
Demonstrated ability in innovation, decision-making, collaboration, customer focus, and organizational awareness.
