Reporting to the Manager of Recreation Services, this role involves evaluating community recreation programming needs and interests, crafting and implementing programs to address those needs, engaging with community user groups and the public to gather feedback on programs and proposals, hiring contractors for program delivery, and overseeing the coordination, scheduling, and assessment of community recreation programs, special events, and activities across various facilities. Key Responsibilities:
Program Development
  • Design, implement, schedule, and maintain a diverse range of recreation programs, special events, and activities while conducting evaluations.
  • Formulate and execute a comprehensive marketing strategy for programs using various media channels.
  • Create promotional materials, including flyers and brochures, utilizing desktop publishing skills.
  • Collaborate with a variety of community organizations and educational institutions to enhance recreation services and optimize the use of community and school facilities.
  • Maintain accurate records of registrations, attendance, revenues, and expenditures, providing periodic reports on program performance.
  • Determine facility, equipment, and material needs; manage inventory and oversee the care and storage of necessary equipment.
  • Enforce safety regulations to ensure participant well-being.
  • Organize and facilitate educational clinics and workshops.
  • Seek partnerships and sponsorships to support program operations and generate additional revenue.
Facility Management and Operations
  • Process requests for facility bookings, manage scheduling, and ensure staff coverage for rentals and programs.
  • Collect necessary rental documentation, liability insurance, and revenues from rental groups.
  • Provide guidance to custodial staff regarding equipment setup, takedown, and facility cleaning in accordance with scheduling needs.
  • Request maintenance and repairs to ensure public safety in facilities.
  • Review bids and prepare recommendations for maintenance and minor repair projects.
Contract Oversight
  • Recruit, train, motivate, evaluate, schedule, supervise, and manage contract staff and volunteers for assigned programs.
  • Authorize payments for program staff services rendered.
Additional Responsibilities
  • Address issues, complaints, and inquiries from the public, ensuring appropriate resolutions are implemented.
  • Recommend policy changes to achieve objectives based on in-depth knowledge of departmental capabilities.
  • Prepare written reports for the Manager of Recreation Services.
  • Develop and submit provisional, annual, and revised operating and capital budgets, ensuring adherence to approved budgets.
  • Collaborate closely with other city departments to maximize the cost-effective use of resources.
  • Approve invoices and vouchers for payment of services managed by this position.
  • Participate in or lead various community committees as required.
  • Research and develop grant applications to secure funding for recreation programs and services.
  • Work with Recreation Services staff to optimize facility and program utilization.
Required Qualifications:
  • Certificate/Diploma in Community Recreation or a related field.
  • Minimum of three years of experience in Community Recreation and programming.
  • Experience collaborating with community groups and organizations.
  • Proficient in Microsoft Office, CLASS, Quark, and general office equipment.
  • Valid B.C. Driver's License.
  • Current Basic First Aid Certification.
  • A combination of relevant education and experience may be considered.
Required Skills and Competencies:
  • Knowledge of sports, preschool, and fitness equipment.
  • Comprehensive understanding of parks and recreation service principles and practices.
  • Ability to work independently and collaboratively in a team environment.
  • Strong leadership and supervisory abilities.
  • Proficiency in desktop publishing software for creating promotional materials.
  • Effective communication skills, both verbal and written, for engaging with the public.
  • Flexibility to work varied hours to accommodate community meetings and events.
  • Familiarity with various activities, games, and sports relevant to programming.
  • Understanding of risk management principles to ensure safety for participants, volunteers, and staff.
Preferred Qualifications:
  • Degree in Community Recreation or a related field.
  • Significant experience in Community Recreation and programming, including three years in a municipal recreation environment.
  • BCRPA Fitness Leaders Certificate, BCRPA Preschool Leaders Certificate, NCCP Coaching Certificates in various sports.
  • Class 4 Driver's License.
Preferred Skills and Competencies:
  • Certification as a Fitness or Preschool Leader, or as a Certified Coach.
