Position Overview:

The Financial Planning Analyst plays a crucial role in the financial operations of the City of Toronto. Reporting directly to the Manager of Financial Planning, this position is tasked with the precise consolidation of budgetary and planning data into enterprise software systems, specifically SAP and Captor.

Key Responsibilities:

  • Accurately prepares the 10-year Capital Budget Summary and Debt Targets, alongside other in-depth analyses to facilitate various reporting and presentation needs.
  • Engages in the maintenance of the Capital Budget System, ensuring its functionality and reliability through rigorous testing and feedback documentation.
  • Assists large programs in the integration of project and financial data using Captor.
  • Adjusts funding allocations related to Capital from various sources and processes necessary modifications.
  • Oversees the training database for users and collaborates with the Senior Financial Planning Analyst to deliver training on Captor and capital policies to internal stakeholders.
  • Conducts quality assurance checks on data submitted by divisional programs and other Financial Planning Analysts.
  • Provides guidance on the completion of SAP forms and executes test cases as required during SAP maintenance releases.
  • Maintains an organized filing system for source documents and Capital Variance Reports.
  • Consolidates schedules that contribute to the Corporate Capital Variance Report.
  • Monitors submissions from divisional programs and Financial Planning Analysts, preparing the initial draft of the Corporate Capital Variance Report.
  • Prepares Capital Variance worksheets and memos, ensuring timely transmittal to relevant programs and agencies.
  • Develops the Capital Budget Summary and the City's debt target schedule, facilitating the allocation of debt targets.
  • Creates program schedules that support the Council Approved Capital Budget Quick Book and the Annual Budget Book.
  • Prepares listings of Reserve/Reserve Funds/DC funded projects for consolidation into the Annual Reserve/Reserve Fund report.
  • Maintains historical Capital Budget Information for reference purposes.
  • Assists in the allocation of Capital from Current (CFC) funding.
  • Collaborates with the Senior Financial Planning Analyst to update Capital Budget Submission Guidelines.
  • Supports Committee and Council presentations by preparing necessary materials and managing equipment.
  • Provides analytical support to developers under the Manager's direction when required.
  • Fosters professional relationships with City staff to enhance communication within the user community.
  • Participates in special projects, conducting research and drafting capital-related reports as needed.
  • Handles other ad hoc assignments as delegated by the Manager.

Essential Qualifications:

  • Extensive experience in Capital Budget program support and related functions.
  • Proficient in enterprise-wide financial and capital budgeting systems, particularly SAP and Captor.
  • Demonstrated ability to prepare detailed schedules, worksheets, and comprehensive reports, along with analyzing and summarizing information for decision-making.
  • Advanced proficiency in MS Excel, Word, PowerPoint, and Access.
  • Ability to manage multiple priorities effectively under pressure.
  • Strong judgment and discretion in handling confidential and sensitive matters.
  • Excellent oral and written communication skills, with the ability to build productive relationships across all organizational levels.
  • Familiarity with relevant government legislation and regulations pertaining to governance, budgeting, and financial reporting.
