Position Overview:

The Financial Planning Analyst plays a pivotal role in the consolidation and management of financial data within the City of Toronto's enterprise systems. Reporting directly to the Financial Planning Manager, this position is integral to the preparation and analysis of the Capital Budget and various financial reports.

Key Responsibilities:

  • Accurately consolidates Budget and Plan data into enterprise software systems, ensuring data integrity and reliability.
  • Prepares comprehensive analyses including the 10-year Capital Budget Summary and Debt Targets to support financial reporting and presentations.
  • Manages the maintenance of the Capital Budget System, providing testing support to ensure the application operates efficiently and effectively.
  • Facilitates the loading of project and financial information into the Captor system, adjusting for funding changes as necessary.
  • Oversees user training for the Captor system, collaborating with senior analysts to deliver effective training sessions.
  • Conducts quality assurance on data submissions from various divisions, ensuring accuracy and completeness.
  • Assists in the preparation of SAP forms and documentation, executing test cases as part of routine maintenance.
  • Maintains organized filing systems for source documents and Capital Variance Reports.
  • Monitors and consolidates submissions for the Corporate Capital Variance Report, preparing initial drafts for review.
  • Develops Capital Variance worksheets and coordinates the distribution of related documents to appropriate programs.
  • Prepares detailed schedules that support the Council Approved Capital Budget and the Annual Budget Book.
  • Maintains historical records of Capital Budget Information for reference and compliance purposes.
  • Assists in the allocation of Capital from Current funding and updates Capital Budget Submission Guidelines as needed.
  • Provides logistical support for Committee and Council presentations, including equipment setup and presentation preparation.
  • Collaborates with developers to provide business analysis support under managerial direction.
  • Fosters professional relationships with City staff to enhance communication and collaboration across departments.
  • Engages in special projects, conducting research and drafting reports as assigned.
  • Undertakes additional responsibilities as delegated by the Manager.

Qualifications:

  • Extensive experience in Capital Budget program support and financial analysis.
  • Proficiency in enterprise financial systems, particularly SAP and Captor.
  • Strong analytical skills with a proven ability to prepare detailed reports and summaries.
  • Working towards or possessing a professional accounting designation (e.g., CA, CPA) or a degree in business.
  • Ability to manage multiple priorities effectively under tight deadlines.
  • Demonstrated sound judgment in handling sensitive information.
  • Excellent communication and interpersonal skills, capable of building productive relationships at all organizational levels.
  • Familiarity with relevant legislation and regulations governing budgeting and financial reporting.
