Main Responsibilities: This role reports to the Director of Infrastructure Development and is tasked with formulating and executing a comprehensive long-term strategy for infrastructure asset management pertaining to water and sanitation systems. The engineer will also be responsible for planning and designing water and sanitation systems for areas currently lacking service, while providing engineering expertise to various divisions within the Growth and Development Department to enhance customer service outcomes and align with departmental objectives.

Key Duties: Under the general guidance of the Director of Infrastructure Development:

  • Formulate and execute a long-term infrastructure asset management strategy for water and sanitation systems. Prepare a five-year capital budget for these systems.
  • Collaborate with personnel within the Growth and Development Department to prioritize infrastructure enhancements and provide engineering support. Engage with other departments regarding infrastructure proposals and review development submissions.
  • Develop and revise design standards and manuals for water and sanitation systems. Participate in relevant committees and assume chair responsibilities as necessary.
  • Conduct engineering analyses related to insurance claims and contract disputes, including providing testimony in legal proceedings.
  • Oversee the design, specifications, and cost estimates prepared by technical staff for all water and sanitation projects, ensuring compliance with standards and regulations. Validate engineering drawings related to these designs.
  • Review contract documents prepared by technical staff or consultants for construction projects related to water and sanitation, and recommend actions on received tenders.
  • Offer design expertise and technical guidance to project teams.
  • Negotiate grants and assess applications to ensure compliance with established guidelines.
  • Supervise students and contract staff as necessary. Oversee projects executed by external consultants. Participate in recruitment panels as required.
  • Attend necessary meetings (e.g., Council, Committees) and prepare reports for presentation to Council and its committees. Prepare materials for public meetings as needed.
  • Maintain effective communication and collaboration with various personnel and external agencies to ensure accurate information flow regarding water and sanitation project developments.
  • Authorize payments related to water and sanitation programs in accordance with policy.
  • Develop and maintain a comprehensive understanding of safety protocols and applicable provincial legislation.
  • Perform additional related duties as required.

Qualifications:

Education:

  • University degree in a relevant engineering discipline from an accredited institution.
  • Membership or eligibility for membership in the Professional Engineers of Ontario (PEO).
  • Engagement in continuous education to enhance and update skills.

Experience:

  • A minimum of six (6) years of relevant engineering experience, including at least four (4) years of demonstrated capability in managing corporate functions such as public works, finance, information systems, legal, and human resources.

Knowledge:

  • Proficient understanding of technical computer systems, including hydraulic modeling software and GIS-based information systems.
  • Familiarity with applicable legislation and related regulations.
  • Awareness of current and emerging management issues affecting infrastructure services.
  • Knowledge of best practices within areas of responsibility.
  • Understanding of intergovernmental relations and private sector linkages.

  • Quick responsiveness to emerging opportunities or risks.

Language Proficiency:

Additional Requirements:

  • Possession of a valid driver's license and an acceptable driving record may be necessary.
