Main Function: This role reports directly to the Director of Infrastructure Capital Planning and is tasked with formulating and executing a comprehensive long-term strategy for managing infrastructure assets related to sanitary and water systems. The engineer will also be responsible for the planning and design of water and sanitation systems in areas currently lacking service, while providing expert engineering support to various divisions within the Growth and Infrastructure Department.

Characteristic Duties: Under the guidance of the Director of Infrastructure Capital Planning, the successful candidate will:

  • Formulate and execute a long-term strategy for infrastructure asset management specific to sanitary and water systems, including the preparation of a five-year capital budget.
  • Collaborate with departmental staff to prioritize infrastructure upgrades and provide general engineering assistance. Engage with other departments regarding infrastructure proposals and review development plans.
  • Develop and revise design standards and manuals for sanitary and water systems, and participate in relevant committees as required.
  • Conduct engineering analyses related to insurance claims and contract disputes, including providing testimony in legal proceedings.
  • Oversee the design, specifications, and cost estimates prepared by technical staff for all related projects, ensuring compliance with standards and regulations.
  • Review contract documents prepared by technical staff or consultants for construction projects and recommend actions on received tenders.
  • Provide design expertise and technical leadership to project teams.
  • Negotiate grants and ensure applications meet established guidelines.
  • Supervise students and contract staff as necessary, and oversee projects managed by external consultants.
  • Attend and present at meetings, including Council and Committees, and prepare reports as required.
  • Maintain effective communication with various personnel and external agencies to ensure accurate information flow regarding project developments.
  • Authorize payments related to sewer and water programs in accordance with policy.
  • Develop a thorough understanding of safety protocols and applicable provincial legislation.
  • Perform additional related duties as assigned.

Qualifications:

Education and Training:

  • A university degree in a relevant engineering discipline from a recognized institution with Canadian accreditation.
  • Membership or eligibility for membership in the Professional Engineers of Ontario (PEO).
  • Ongoing education to enhance and update skills.

Experience:

  • A minimum of six (6) years of relevant engineering experience, including at least four (4) years of experience in corporate functions such as public works, finance, information systems, legal, and human resources.

Knowledge of:

  • Technical computer systems, including hydraulic modeling software and GIS-based information systems.
  • Applicable legislation and regulations.
  • Current and emerging management issues affecting infrastructure services.
  • Best practices in the field.
  • Connections to other governmental levels and private sector services.

Abilities:

  • Understand and address customer needs effectively.
  • Balance competing demands from various stakeholders.
  • Respond swiftly to emerging opportunities or challenges.

Personal Suitability:

  • Possess the mental and physical fitness necessary to perform essential job functions.

Language:

  • Proficient in English, both verbally and in writing.

Other:

  • May require the use of a personal or company vehicle for business purposes. Must be capable of operating a vehicle safely and possess a valid driver's license.
