Regional Infection Control Specialist

Job Overview

The Regional Infection Prevention and Control (IPAC) Specialist serves as a vital safety authority dedicated to enhancing infection prevention and control measures. This role involves the strategic planning, execution, coordination, and assessment of initiatives aimed at improving IPAC practices, while also acting as a mentor to advance the objectives of the IPAC program. The specialist will engage in a comprehensive array of epidemiological investigations linked to IPAC audits and the monitoring, prevention, and management of infections. Additionally, the role includes conducting pertinent analyses to uncover disease patterns, risk factors, and outbreaks, while formulating strategies for disease prevention and control. The ultimate aim is to facilitate improvements in resident outcomes and avert disease outbreaks.

Key Responsibilities
  1. Oversee the coordination, execution, and management of the IPAC program across designated facilities in the region.
  2. Engage in the development of an infection surveillance strategy for residents and staff, managing outbreaks in collaboration with health units; design and execute thorough investigations of infection clusters/outbreaks and compile relevant data to assist clinical teams in identifying causes.
  3. Assist facilities in infection surveillance and generate monthly surveillance reports.
  4. Contribute to the formulation of IPAC policies and operational procedures.
  5. Support the home-level IPAC Lead in chairing IPAC committee meetings and foster relationships with local public health entities.
  6. Analyze trends and risk factors, and assess prevention and control measures.
  7. Monitor epidemiological trends at local, provincial, national, and international levels, providing timely advice.
  8. Educate staff on infection prevention principles and serve as a resource for IPAC-related inquiries.
  9. Ensure all residents are up-to-date with vaccinations and that facilities comply with infection control regulations mandated by applicable legislation.
  10. Lead the organization and execution of vaccination campaigns.
  11. Actively participate in regional IPAC hubs and other professional communities.
  12. Design, develop, and implement training and orientation programs for current and new employees in alignment with healthcare standards.
  13. Establish connections with related facilities, educational institutions, and professional organizations to build effective networks.
  14. Identify and report safety hazards, conduct regular safety assessments, and adhere to safe working practices.
  15. Coordinate IPAC audits; lead investigations into IPAC breaches, conduct risk assessments, and develop corrective action plans.
  16. Implement changes required by regulatory and accrediting bodies, including reporting communicable diseases to local public health authorities.
  17. Monitor staff adherence to infection prevention protocols regarding the disposal of sharps and biomedical waste, use of personal protective equipment, and hand hygiene practices, providing reports to Infection Prevention Committees.
  18. Support occupational health and safety initiatives for staff.
  19. Offer expert advice on facility design, maintenance, and construction projects to enhance resident safety.
  20. Provide general IPAC consultation to facilities and ensure the effectiveness of the IPAC program in assigned locations.
Required Skills and Qualifications
  1. In-depth knowledge of infection control principles and employee health and wellness programs.
  2. Strong understanding of relevant long-term care and health ministry regulations.
  3. Familiarity with clinical considerations for geriatric residents, infection control, adult education principles, and quality improvement.
  4. Exceptional verbal and written communication and presentation abilities.
  5. Proficient in computer applications, including healthcare information systems and database management.
  6. Exhibit compassion and respect towards residents, staff, and visitors while maintaining confidentiality.
Educational Requirements
  1. Registered Nurse (RN) or Registered Practical Nurse (RPN) degree or diploma with a current certificate of competence from the College of Nurses of Ontario. Alternatively, a Bachelor's degree in a healthcare-related field such as Microbiology, Epidemiology, or Medicine.
  2. Completion of an accredited IPAC Canada infection control course.
  3. Certification in Infection Control (CIC) or Long-Term Care Infection Prevention (LTC-CIP) is mandatory.
  4. Proficiency in disease surveillance and management of surveillance systems.
  5. Understanding of epidemiological trends, public health, and population health assessment.
  6. Knowledge of relevant legislation, including the Health Protection and Promotion Act and Ontario Public Health Standards.
  7. Prior experience in long-term care settings and familiarity with applicable directives.
