The Independent Electricity System Operator (IESO) plays a pivotal role in managing Ontario's electricity system, ensuring that residents have access to reliable and affordable power. Position Overview
The Senior Analyst Evaluation is a key position reporting to the Evaluations Manager, responsible for overseeing project management, analytical research, and support for conservation program evaluations. This role focuses on independently validating energy and demand savings from various conservation initiatives throughout Ontario and serves as a resource for internal and external inquiries related to evaluation processes.

Key Responsibilities

  • Draft Evaluation Plans for inclusion in Requests for Proposals (RFPs) aimed at engaging third-party evaluation contractors.
  • Prepare RFPs to secure Evaluation Contractors.
  • Facilitate communication between the IESO, Evaluation Contractors, and other stakeholders.
  • Collaborate with Evaluation Contractors to develop comprehensive Final Evaluation Plans.
  • Review and provide feedback on interim and draft evaluation reports submitted by Evaluation Contractors.
  • Assist in refining IESO Cost Effectiveness Tests and Tools.
  • Maintain the IESO Evaluation Framework.
  • Coordinate the public dissemination of Evaluation results.
  • Prepare and deliver presentations on project outcomes for stakeholders.
  • Engage in meetings, conferences, and seminars as required, summarizing key insights for department leadership.
  • Conduct research to support the estimation of energy and demand savings for energy conservation measures, including secondary and primary research initiatives.
  • Oversee cost-effective evaluations of all conservation programs.
  • Manage third-party evaluation contracts under the guidance of the Evaluations Manager, ensuring effective execution of evaluation plans.
  • Review and approve work schedules and invoices from third-party evaluation contractors.
  • Participate in public stakeholder events to discuss evaluation findings.
  • Respond to stakeholder inquiries and develop internal responses as needed.
  • Collaborate with stakeholders to create and implement project plans.
  • Conduct technical reviews of Conservation Demand Management (CDM) Plans and business cases for conservation programs.
  • Support the conservation division as necessary.
  • Promote a culture of conservation both internally and externally.
  • Exemplify the values of the IESO and the Conservation Group.
  • Perform additional duties as assigned.

Qualifications

  • A minimum of 4 years of university education, preferably in Engineering or Environmental Studies.
  • 6-8 years of relevant experience, including time spent acclimating to the role.
  • Experience in program evaluation and monitoring, particularly in the energy sector.
  • Strong understanding of energy conservation principles and IESO's demand-side management programs.
  • Technical expertise in program evaluation research, design, and statistical methods.
  • Proficiency in Excel and experience in creating analytical dashboards.
  • Familiarity with the electric sector and demand-side management practices is preferred.
