Job Summary

We are seeking a highly skilled and experienced Design and Construction Engineer to join our team at the City of St. Catharines. As a key member of our Engineering, Facilities and Environmental Services Department, you will be responsible for providing professional engineering services, including design, construction, and maintenance of municipal infrastructure.

Key Responsibilities
  • Project Management: Oversee the planning, design, and construction of municipal infrastructure projects, ensuring compliance with municipal and provincial standards, policies, and regulations.
  • Technical Expertise: Provide technical advice and guidance to colleagues and stakeholders on engineering matters, including design, construction, and maintenance of infrastructure.
  • Quality Control: Coordinate quality control testing services on construction projects to ensure adherence to municipal and provincial standards.
  • Asset Management: Evaluate system deficiencies and develop policies, procedures, and criteria for the maintenance, rehabilitation, and construction of municipal infrastructure assets, including sanitary, combined, and storm sewer systems, watermain distribution systems, and transportation systems.
  • Leadership and Supervision: Organize, train, and supervise Construction Inspectors to ensure compliance with municipal and provincial standards, policies, and procedures.
  • Communication and Collaboration: Represent the Engineering, Facilities and Environmental Services Department at public meetings, in legal proceedings, and on committees and task forces, and liaise with other departments, local, regional, provincial, and federal government officials and agencies.
Requirements
  • Education: University Degree in Civil Engineering.
  • Registration: Registration in the P.E.O. as a Civil Engineer (P. Eng.).
  • Experience: Five years of experience in the areas of planning, design, construction, and maintenance of municipal infrastructure.
  • Skills: Working knowledge of computer systems, including application software packages (hydraulic or hydrologic modeling, spreadsheets, databases, word processors, etc.).
  • Leadership and Communication: Proven ability to direct and manage the planning, design, and construction of municipal infrastructure and work effectively with contractors and consultants.
  • Organizational and Analytical Skills: Demonstrated leadership, customer service, and communication skills, as well as effective organizational, analytical, and decision-making abilities.
  • Health and Safety: Proven completion of Ministry of Labour Supervisor Health and Safety Awareness training and a demonstrated commitment to enhancing a safety culture.
Working Conditions

The successful candidate will work in a fast-paced environment, with a focus on delivering high-quality results and meeting deadlines. The position requires a valid Class G driver's license and flexibility to adapt to changing workloads, including working additional hours as needed.
