We are seeking a highly skilled Senior Specialist, Procurement to join our team at VIA Rail. As a key member of our procurement team, you will be responsible for developing and implementing procurement strategies, plans, and programs for assigned indirect goods and services files.
Key Responsibilities- Procurement Strategy Development
- Develop and implement procurement strategies, plans, and programs for assigned indirect goods and services files.
- Conduct market research and analysis to identify potential suppliers, evaluate competition, and assess risk.
- Supplier Management
- Build and maintain strong relationships with internal stakeholders, understand their needs, and recommend best practices.
- Advise stakeholders in the acquisition process and assist in scoping.
- Contract Management
- Prepare and issue solicitation documents, ensuring that requirements are clearly defined, for assigned professional services, goods, and products or other initiatives.
- Evaluate bids and negotiate agreements, with the aim of obtaining the best market conditions and making recommendations for executive approval.
- Communication and Collaboration
- Communicate and work effectively with the Finance Centre of Expertise group, which will prepare purchase orders for goods and services once contracts have been signed.
- Coordinate contract renewals and amendments.
- University degree in business administration, finance, or legal services.
- Eight to ten years of experience in the preparation of bid documents, solicitation documents, evaluation grids, and contracting of goods and services.
- Experience in preparing project solicitation documents and negotiations for various types of indirect categories.
- Extensive experience in developing procurement strategies, performing detailed cost analyses, and implementing improvements.
- Extensive experience with procurement of indirect goods and services.
- Experience in preparing tenders and conducting negotiations, as well as in data analysis.
- Experience with contractual and legal aspects.
- Strong negotiation skills, understanding of the business side of issues, and conflict management.
- High degree of initiative and autonomy, in addition to strong organizational, planning, and leadership skills.
- Respect for deadlines and accountability towards commitments.
- Experience in solving contracting and supplier management problems.
- Excellent communication (French and English), interpersonal, and customer satisfaction skills.
- Professional ethics and integrity.
- Ability to work independently while maintaining a spirit of collaboration with colleagues.
- Proficiency in Office suite, TEAMS, and Sharepoint.
- Experience in procurement with an integrated management system such as Oracle, an asset.
