Position Overview:
Reporting directly to the Chief Financial Officer (CFO), the Chief Financial Strategist will be tasked with establishing and managing comprehensive financial forecasting and budgeting frameworks; developing metrics, alongside overseeing reporting, ad-hoc analyses, and decision-making support. This position will assist the organization in crafting both short-term and long-term business strategies, facilitating informed management decisions that drive the overall success of the Greater Toronto Airports Authority (GTAA). The Chief Financial Strategist will provide transformative leadership with a focus on process enhancement to ensure effective management of GTAA's financial assets, liabilities, and associated risks, thereby enabling the achievement of strategic objectives. Additionally, this role will oversee and refine GTAA's Treasury and Cash Management functions, ensuring prudent management of GTAA's assets, informed financial decision-making, and effective risk management, all essential for Toronto Pearson.
Key Responsibilities:
- Advance GTAA's short-term and long-term strategic planning by implementing annual operational, staffing, and long-range plans that align with strategic goals, optimize resource allocation, and ensure financial resilience as defined by the CFO.
- Define and lead the annual business planning and budgeting process.
- Provide education and leadership to ensure stakeholders recognize the importance of budgeting, planning, risk assessment, and understanding the financial implications of business activities.
- Enhance operational reporting across the organization to highlight revenue, costs, and other trends affecting productivity, profitability, revenue growth, customer experience, and other strategic factors for GTAA.
- Utilize dashboards, variance analysis, and narrative commentary in internal reports to advise on the overall performance of each business unit.
- Drive goal-setting processes and key performance indicators (KPIs) that cascade overall company objectives down to individual objectives, measuring and reporting related monthly performance dashboards.
- Develop performance reports that clearly and succinctly convey results for the benefit of GTAA's Board, Executive Team, and external stakeholders.
- Lead the development and execution of the airport's capital asset budget, collaborating with various departments to identify and prioritize capital projects, considering strategic objectives, operational needs, safety requirements, and regulatory compliance.
- Provide guidance and oversight to the capital budget team, ensuring accurate forecasting, tracking, and reporting of expenditures, and produce periodic Actual vs. Budget Capital Expenditure Reports.
- Conduct financial analyses to evaluate the feasibility of proposed projects, including net present value (NPV) analysis and risk assessments.
- Build, maintain, and own extensive financial models of the organization's historical and projected performance (profit and loss, balance sheet, cash flow) and related financial metrics (short, mid, and long-term models) to inform management of appropriate capital expenditure levels for a rolling five-year cycle.
- Lead internal treasury strategies to ensure effective utilization and stewardship of GTAA's financial assets and liquidity sources.
- Attract low-cost capital to support GTAA's business strategies and communicate with potential investors to enhance GTAA's reputation and encourage demand for GTAA securities.
- Develop long-term debt management strategies that demonstrate sound capital and financial management, considering best practices and Ground Lease obligations.
- Commit to and exemplify GTAA Leadership Behaviors to support and advance the business vision through the development of diverse, multi-skilled teams.

- A post-secondary business degree or a combination of education and relevant work experience.
- 10 years of experience, including a minimum of 5 years in Treasury-related roles.
- Experience in multinational corporations is considered a strong asset.
- At least one of CPA, CA, CGA, or CMA (CPA, CA preferred).
- Previous exposure to Canadian taxation (corporate or partnership) is an asset.
- Treasury-related designations or certificates are advantageous.
- The ability to obtain and retain Transportation Security Clearance.
