Position Overview:

Our Project Planning Office is on the lookout for a Senior Planner/Advisor to spearhead significant multi-disciplinary policy and planning initiatives aimed at advancing the Regional Transportation Plan (RTP) for the Greater Toronto and Hamilton Area (GTHA).

Key Responsibilities:

  • Directs major multi-disciplinary planning initiatives to enhance RTP development and execution for the GTHA while promoting Provincial priority projects.
  • Conducts comprehensive technical analyses, both quantitative and qualitative, to support problem identification, options evaluation, business case development, and preliminary design of transit initiatives.
  • Provides oversight to a Transportation Planner, assigning tasks and managing daily project operations to ensure successful outcomes, including timely and budget-compliant delivery.
  • Formulates and reviews project scopes, work plans, and schedules; aids in the procurement and management of consultant engagements, ensuring deliverables meet Metrolinx's quality standards.
  • Establishes and nurtures relationships with key internal and external stakeholders, including municipalities, transit service providers, and partner organizations.
  • Develops and leads significant multi-disciplinary policy, program, and planning projects, including initial proposals, research, resource estimation, and cost analysis to further RTP initiatives.
  • Implements robust project management practices to advance large, complex projects, maintaining schedules, budget tracking, and risk management.
  • Prepares project planning reports, board documents, and discussion papers, delivering policy briefings to senior management, including the Chair and CEO, on complex and politically sensitive matters.
  • Acts as a primary liaison with municipal partners and provincial ministries regarding projects in the early stages of development.

Qualifications:

  • Proven experience in transportation planning and policy formulation, or a demonstrated ability to manage large, complex projects in a multi-stakeholder context.
  • A degree in Urban and Regional Transportation Planning or a related field, or a combination of education, training, and experience deemed equivalent.
  • Knowledge of transportation, land use, and fare policy and planning issues.
  • Understanding of multi-modal transportation systems and land-use principles.
  • Strong stakeholder management abilities, serving as a key contact among stakeholders in a politically nuanced environment.
  • Awareness of contemporary transportation issues impacting provincial, municipal, and community stakeholders.
  • Familiarity with provincial and municipal legislation and governmental decision-making processes.
  • Expertise in project evaluation methodologies, transit project business case processes, and policy development.
  • Solid grasp of project management practices and methodologies.
  • Analytical skills for planning, research, and problem-solving to advise senior officials on sensitive issues.
