Position Overview:

The Plumbing and Gas Compliance Officer plays a crucial role in ensuring that all plumbing, gas, and private sewage systems are installed, operated, and maintained in accordance with established codes, standards, and regulations. This position involves providing expert guidance to property owners, contractors, and industry professionals to facilitate adherence to relevant codes and standards.

Key Responsibilities:

  • Conduct thorough inspections of installations to verify compliance with applicable codes, policies, and bylaws.
  • Review applications and issue permits for private sewage disposal systems.
  • Draft permit conditions and notifications to inform designers, contractors, and homeowners of any deficiencies in their projects.
  • Evaluate permits for large-scale initiatives to ensure all requirements are met.
  • Monitor compliance with conditions and notifications to confirm that all deficiencies are rectified.
  • Maintain accurate records of inspection notices using the Accela program and generate reports as needed.
  • Respond to general inquiries regarding plumbing and gas permits and code-related issues.
  • Investigate complaints related to non-permitted work, take appropriate actions, and document findings.
  • Compile evidence and prepare cases for prosecution, attending court as necessary.
  • Exercise authority to halt municipal and contractual work when safety or compliance issues arise.
  • Stay informed about the Alberta Safety Codes Act, municipal bylaws, and other relevant regulations.
  • Ensure all work aligns with the municipal Quality Management Plan (QMP).
  • Perform additional related duties as required.

Qualifications:

Knowledge, Skills, and Abilities:

  • In-depth understanding of the Alberta Safety Codes Act, Gas Protection Act, Plumbing National Code, and relevant regulations.
  • Comprehensive knowledge of standard practices, materials, tools, and equipment used in plumbing and gas fitting.
  • Proven ability to communicate effectively and manage complex code-related issues with tact.
  • Capability to read and interpret engineering plans, drawings, and specifications.
  • Ability to convey information clearly and concisely.
  • Professional handling of challenging situations.
  • Proficiency in Microsoft Office applications and the municipal permit system (Accela).
  • Strong multitasking abilities and effective time management skills.
  • Capacity to work independently while efficiently scheduling tasks to meet service demands.
  • Exceptional customer service and interpersonal skills, especially in conflict situations.

Education and Experience:

  • Required certifications from the Alberta Safety Codes Council: Plumbing Group A (installations) and Group B (PSDS), Gas Group A (installations).
  • A minimum of two years of directly related experience, including trade experience.

Additional Requirements:

  • Submission of a Criminal Record Check.
  • A valid Class Five (5) Operator's License is necessary for operating a vehicle for business purposes.
  • Willingness to work outdoors in various weather conditions.
  • Must be medically and physically capable of performing all job duties consistently.
