Position Overview:

The Plumbing and Gas Compliance Officer operates under general oversight to assess the installation, functioning, and upkeep of plumbing, gas, and private sewage systems, ensuring adherence to relevant codes, standards, and regulations. This role involves offering guidance to property owners, contractors, and trade professionals to promote compliance with applicable codes and standards. The officer is committed to upholding the customer service standards of the Regional Municipality of Wood Buffalo during all interactions.

Key Responsibilities:

  • Conduct inspections to verify compliance with relevant codes, policies, and bylaws.
  • Review applications and issue permits for private sewage disposal systems.
  • Draft permit conditions and notifications to inform designers, contractors, and homeowners of any design or construction deficiencies.
  • Evaluate permits for large-scale projects to ensure all requirements are met.
  • Follow up on conditions and notifications to confirm that deficiencies are addressed.
  • Maintain accurate records of inspector notifications within the Accela program and utilize this system for report generation.
  • Respond to general inquiries regarding plumbing and gas permits and code-related issues.
  • Investigate complaints related to non-permitted work, take necessary actions, and prepare reports on findings.
  • Gather evidence and compile files for potential prosecution, attending court as necessary.
  • Possess the authority to halt municipal and contractual work if safety concerns or inefficiencies arise.
  • Stay informed about the Alberta Safety Codes Act, relevant municipal bylaws, and other trade-related regulations.
  • Ensure compliance with the municipal Quality Management Plan (QMP).
  • Perform additional related duties as required.

Qualifications:

Knowledge, Skills, and Abilities:

  • In-depth understanding of the Alberta Safety Codes Act, Gas Protection Act, Plumbing National Code, and related regulations.
  • Substantial knowledge of standard practices, materials, tools, and equipment utilized in plumbing and gas fitting.
  • Ability to communicate effectively and manage complex code-related issues with tact.
  • Proven capability to read and interpret engineering plans, drawings, and specifications.
  • Skill in conveying information clearly and concisely.
  • Professional response to challenging situations.
  • Proficiency in Microsoft Office applications and the ability to learn the municipal permit system (Accela).
  • Strong multitasking abilities and capacity to manage numerous tasks simultaneously.
  • Ability to work independently and effectively schedule tasks to meet service demands.
  • Exceptional customer service and interpersonal skills, especially in challenging or conflict situations.

Education and Experience:

  • Required certifications from the Alberta Safety Codes Council: Plumbing Group A (installations) and Group B (PSDS), Gas Group A (installations).
  • A minimum of two (2) years of directly related experience, including trade experience.

Other Requirements:

  • Submission of a Criminal Record Check.
  • A valid Class Five (5) Operator's License is essential, as the role involves regular operation of a personal or municipal vehicle.
  • Willingness to work outdoors in various weather conditions.
  • Must be medically and physically capable of performing all duties of the position consistently.
