Position Overview

The Financial Planning and Budgeting Specialist is accountable to the Director of Unit Budgets and Integrated Planning, playing a crucial role in supporting various departments within the university. This position focuses on assisting units in crafting and managing integrated plans and operational budgets that align with the strategic objectives of the institution. The Specialist will collaborate closely with personnel in Faculties and Academic Support Units, offering expertise in budget formulation, execution, and oversight. The ideal candidate will enhance the financial stability of the university by fostering relationships and promoting the adoption of best practices in financial analysis and integrated planning, ensuring budgetary alignment with institutional priorities.

Key Responsibilities

Budget Development and Oversight


• Aid Faculties and Academic Support Units in creating and sustaining annual budget frameworks.
• Provide insights on budgetary best practices and adherence to institutional regulations.
• Generate revenue and budget forecasts to help units comprehend their responsibilities, resources, and the financial implications of their choices.
• Assist in the formulation and supervision of financial, costing, and reporting models for internal stakeholders, including senior management.
• Review budget plans and expenditures for thoroughness, accuracy, and alignment with established budget frameworks.
• Strive to enhance the quality of financial data to meet reporting and accountability standards.

Workforce Financial Strategy


• Partner with units and Human Resources to facilitate the development of workforce strategies that align with budgetary constraints and future cost obligations.
• Support cost assessments related to staffing and position funding.

Budget Education and Assistance


• Collaborate with various units to improve financial literacy and foster a culture of fiscal responsibility and best practices.
• Conduct educational sessions on budgeting principles and financial management.
• Present financial data in a clear and engaging manner to aid decision-making.
• Work with departments to develop and maintain tools for financial analysis, budgeting, and revenue forecasting, including enrollment and related tuition and non-tuition revenues.
• Address and provide guidance to ensure timely resolution of issues.
• Offer continuous support and mentorship to enhance budgeting competencies within the units.

Collaboration and Relationship Building


• Collaborate effectively with colleagues across various units, including Finance and Institutional Analysis & Planning (IAP), to synchronize budget support roles and ensure cohesive coordination.
• Cultivate collaborative relationships with unit leaders and support staff to promote effective communication and cooperation in budget planning.

Data Evaluation and Reporting


• Examine financial data to identify potential risks and provide insights and recommendations for budget optimization.
• Contribute to the timely preparation of accurate financial reports utilizing various systems and support account analysis, budget analysis, financial reporting, and decision-making processes.
• Maintain existing financial reports and enhance them based on evolving reporting needs.
• Provide recommendations to the Director and senior leadership team members, implementing procedures to strengthen internal controls and boost efficiencies.
• Prepare data and conduct analysis on financial information requested by governmental bodies and other relevant external organizations.

Qualifications


• Bachelor's degree in finance, accounting, business administration, economics, mathematics, or a related discipline.
• A Master's degree or a financial designation (e.g., CPA) is advantageous.
• A combination of education and experience may be considered.
• A minimum of 3-5 years of analytical or budget-related experience.
• Proficiency in budgeting, financial analysis, or mathematical analysis methods, and/or project management or planning in a complex environment.
• Experience in making independent judgments and managing confidential information.
• Strong analytical and problem-solving capabilities.
• Effective communication and interpersonal skills.
• Familiarity with the University's policies and procedures and the academic culture on campus is beneficial.
• Awareness of and experience with University governance processes is a plus.
• Ability to work autonomously and collaboratively within teams.
• A collaborative team player who values strong collegial relationships with colleagues, both within the Office and across the University.
• Exceptional written and verbal communication skills.
• Discretion and the ability to maintain confidentiality.
• Strong time-management skills and meticulous attention to detail.
• High capacity for work and a willingness to go above and beyond when necessary.
