Position Overview

The Integrated Planning and Budgeting Analyst plays a pivotal role in supporting various units within the university. Reporting directly to the Director of Unit Budgets and Integrated Planning, this position is essential for assisting departments in crafting and managing comprehensive plans and operational budgets that align with the institution's strategic objectives. The analyst will collaborate closely with faculty and academic support teams, offering expertise in budget formulation, oversight, and evaluation. The ideal candidate will enhance the financial stability of the university by fostering relationships and promoting the adoption of best practices in financial assessment and integrated planning, ensuring budgetary alignment with institutional priorities.

Key Responsibilities

Budget Development and Oversight


• Aid academic units and support departments in creating and sustaining annual budget frameworks.
• Provide insights on budgeting best practices and adherence to institutional guidelines.
• Generate revenue forecasts and budget estimates to help units comprehend their financial obligations and resources.
• Assist in developing and supervising financial models for internal stakeholders, including senior management.
• Monitor budget documents and expenditures for thoroughness, accuracy, and consistency with established budget plans.
• Strive to enhance the quality of financial data to fulfill reporting and accountability standards.

Workforce Financial Strategy


• Partner with units and Human Resources to facilitate the creation of workforce plans that are in line with budgetary constraints and future financial commitments.
• Support cost analysis related to staffing and funding for positions.

Budget Education and Assistance


• Collaborate with various departments to improve financial literacy and cultivate a culture of fiscal responsibility and best practices.
• Conduct workshops on budgeting fundamentals and financial management.
• Present financial data in a clear and engaging manner to aid in decision-making.
• Work with departments to develop and maintain tools for financial analysis, budgeting, and revenue forecasting, including enrollment and related income streams.
• Provide timely responses and guidance to address issues as they arise.
• Offer continuous support to enhance budgeting capabilities within the units.

Relationship Building


• Collaborate effectively with colleagues across various departments, including Finance and Institutional Analysis & Planning, to synchronize budget support roles and ensure cohesive operations.
• Foster strong partnerships with unit leaders and support teams to promote effective communication and collaboration in budget planning.

Data Evaluation and Reporting


• Analyze financial data to identify potential risks and offer insights and recommendations for budget enhancement.
• Contribute to the timely preparation of accurate financial reports utilizing various systems, supporting account analysis, budget evaluation, financial reporting, and strategic decision-making.
• Maintain existing financial reports and enhance them based on evolving reporting needs.
• Provide strategic recommendations to the Director and senior leadership team, implementing procedures to bolster internal controls and improve efficiency.
• Prepare and analyze financial information requested by governmental and relevant external agencies.

Qualifications


• Bachelor's degree in finance, accounting, business administration, economics, mathematics, or a related discipline.
• A Master's degree or a recognized financial designation (e.g., CPA) is advantageous.
• A combination of education and relevant experience may be considered.
• Minimum of 3-5 years of experience in analytical or budget-related roles.
• Proficiency in budgeting, financial analysis, or quantitative analysis methods, and/or project management in a complex environment.
• Ability to make independent decisions and manage confidential information.
• Strong analytical and problem-solving capabilities.
• Excellent communication and interpersonal skills.
• Familiarity with university policies and procedures and an understanding of the academic environment is beneficial.
• Experience with university governance processes is a plus.
• Capacity to work independently and collaboratively within teams.
• A collaborative mindset that values strong, collegial relationships with colleagues.
• Exceptional written and verbal communication skills.
• Discretion and the ability to maintain confidentiality.
• Strong organizational skills and attention to detail.
