Job Description

Job Summary

The Director of Community Development is responsible for the effective and efficient management of the Community Development Division and providing high-quality support to Nunavut communities. This position requires a strong understanding of municipal administration, public accounting standards, and leadership skills to manage a large team.

Key Responsibilities

  • Lead the development and management of operations support provided to Nunavut municipalities
  • Ensure municipal compliance with relevant legislation and governance principles
  • Develop and implement policies and procedures to enhance the Department's support to municipalities
  • Provide mentorship to subordinates and lead a team of professionals
  • Monitor and evaluate municipal operations, administer financial support, and report on program effectiveness

Requirements

  • Master's degree in Public Administration, Business Administration, or related field from a recognized post-secondary institution
  • Seven years of related work experience, including three years of progressive managerial experience
  • Demonstrated ability to lead a large team, facilitate, negotiate, and communicate effectively
  • Advanced knowledge of public accounting standards (e.g. GAAP)
  • Experience in municipal administration and a professional designation as a Chartered Professional Accountant (CPA) from a recognized provincial or territorial accounting body

Preferred Qualifications

  • Fluency in Inuktut, English, and French
  • Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut, and experience working in a northern cross-cultural environment
