Job Summary

The Senior Program Specialist will play a key role in the coordination and execution of assigned programs and projects, ensuring alignment with business objectives. This role will involve establishing policies and procedures, leading program management plan development, and working closely with internal and external partners to drive quality control improvements and cost control measures.

Key Responsibilities
  • Assist senior Program Management in the coordination and execution of assigned programs and projects, ensuring timely delivery of deliverables.
  • Work closely with various departments and the client to ensure programs deliver on expectations.
  • Initiate, set, and deliver program goals that align with business objectives.
  • Maintain strong and effective relationships with internal and external partners.
  • Develop or assist in the generation of management plans, proposals, business cases, estimates, risk mitigation actions, plans, and schedules.
  • Provide project management support in the coordination and execution of assigned projects, working closely with cross-discipline shipyard teams.
  • Control and monitor work, collating data and KPIs to measure performance.
  • Produce management reports and presentations that demonstrate project/program status against established goals and plans.
  • Attend and, as required, moderate regular review meetings.
  • Collaborate with both internal and external partners to resolve outstanding issues.
  • Responsible for the application of a suitable program management framework, ensuring gate reviews are conducted at appropriate points during the program lifecycle.
Requirements
  • Bachelor's degree in engineering, accounting, or business preferred.
  • 5-8 years of experience in heavy industry (manufacturing, shipbuilding, ship repair, or construction).
  • Preferences may be given to applicants who are certified or actively working towards a project management qualification.
  • Demonstrated experience with complex projects and/or programs, including RFP/RFQ responses and bid proposals.
  • Detailed understanding of project management techniques and methods.
  • Excellent judgment and prioritization skills.
  • Effective and efficient communication.
  • Strong report writing skills, both business and technical.
  • Strong analytical and problem-solving skills.
  • Ability to and some experience with developing strategy.
  • Excellent interpersonal skills.
  • Familiarity with Government of Canada contracting.
  • Effectively manages conflict.
  • Excellent computer skills.
