About the Role
The Homelessness Prevention Administration (HPA) is dedicated to ensuring that New Yorkers maintain their housing stability. HPA collaborates with various entities, including the Department of Homeless Services (DHS) and the NYC Housing Authority (NYCHA), to support families and individuals in securing and sustaining affordable housing.
This newly established division plays a crucial role in the mayor's initiative aimed at preventing homelessness and promoting housing stability across New York City. The Human Resources Administration is consolidating its efforts to spearhead the City's initiatives. The Rental Assistance Program (RAP), operating under HPA, manages the Agency's CityFHEPS program, which is designed to facilitate the swift transition of homeless families from temporary shelters to permanent residences while also providing comprehensive aftercare services to prevent recidivism into homelessness.
Key Responsibilities
- Assess and approve eligibility for tenants or landlords participating in Rental Assistance Unit Subsidy Programs, including processing payment requests for brokers and landlords.
- Resolve issues raised by tenants, landlords, legal representatives, and advocates through review conferences to achieve satisfactory outcomes. Respond to inquiries from Rental Assistance Program stakeholders via various communication channels.
- Ensure prompt processing of Rental Assistance Unit Subsidy Program payments and oversee the annual renewal of subsidies. Approve tenant modifications for their CityFHEPS Rental Assistance Supplement Amount.
- Review and validate tenant data entries for federal funding into relevant databases, utilizing systems such as Housing Assistance Payment Systems (HAPS), Rental Assistance Program (RAP), and others.
- Recommend new subsidy certificates for tenants requesting transfers due to landlord issues or substandard living conditions.
- Address inquiries and service requests from Rental Assistance Program stakeholders.
Minimum Qualifications
1. A high school diploma or its equivalent, accompanied by three years of full-time relevant experience in social or human services, providing either:
- Client services;
- Employment planning or counseling services related to job development, skills assessment, or economic opportunity programming.
2. A bachelor's degree from an accredited institution, plus eighteen months of relevant experience as a Benefits Opportunity Specialist; or
3. A bachelor's degree from an accredited institution, plus eighteen months of relevant experience as described above.
4. College credits from an accredited institution may substitute for experience on a basis of 60 semester credits for 9 months of the required experience. However, all candidates must possess at least 18 months of full-time satisfactory experience in the specified roles.
