Position Overview

As the Manager of Recreational Facilities, you will play a crucial role in managing Kingston's top recreational venues, including arenas, marinas, pools, community centers, and the prominent Slush Puppie Place, which serves as a large entertainment venue and home to the Kingston Frontenacs. Reporting to the Director of Recreation and Leisure Services, you will oversee the operations and infrastructure projects that enhance the well-being and connectivity of our residents.

Key Responsibilities:

  1. Strategic Leadership: Spearhead the planning, development, and execution of operational and capital projects, ensuring our facilities exceed community expectations.
  2. Human Resources & Labour Relations: Foster positive labour relations while ensuring compliance with collective agreements and employment standards. Align HR processes with the organization's vision, focusing on recruitment, development, performance management, and employee engagement.
  3. Health & Safety Leadership: Cultivate a culture of safety and compliance, ensuring all operations adhere to the Occupational Health & Safety Act and the Accessibility for Ontarians with Disabilities Act.
  4. Team Development: Mentor and inspire your team, creating a supportive environment that promotes professional growth and excellence.
  5. Asset Management: Oversee the implementation of the City's asset management program for recreation facilities, ensuring effective maintenance and alignment with long-term strategic objectives.
  6. Community Engagement: Collaborate with the community to develop policies and service standards that reflect the diverse needs of residents.
  7. Operational Management: Administer budgets, resources, and schedules to uphold the highest standards in facility operations.

Qualifications:

  1. Degree or Diploma in Facilities Management, Recreation Leadership, Sports Administration/Management, or a related discipline.
  2. A minimum of 5 years of management experience in multi-purpose recreation facilities.
  3. Experience in project management for municipal recreation initiatives, with a proven ability to manage timelines, budgets, and stakeholder expectations.
  4. Proficient in scheduling and leading large, complex teams.
  5. Strong knowledge of labour relations and adherence to collective agreements and HR processes.
  6. Experience in change management and guiding teams through transitions is highly regarded.
  7. Certifications such as Basic Refrigeration and Certified Pool Operator (CPO) are advantageous.
  8. Exceptional public engagement skills and a commitment to customer experience.
  9. Valid Class 'G' driver's license and willingness to work outside regular business hours as necessary.

  2. In-depth knowledge of facility operations and best practices.
  3. Strong problem-solving, conflict resolution, and mediation capabilities.
  4. Ability to build relationships with stakeholders, including government entities, community services, residents, and staff.
  5. Highly developed analytical skills with the capacity to address complex issues.
  6. Competence in managing financial, human, and physical resources.
  7. Ability to plan and oversee large-scale operational and capital budgets.
  8. Capability to create effective annual maintenance plans for recreation facilities and lead a supervisory team during implementation.
  9. Ability to evaluate decision effectiveness and management processes.
  10. Strong leadership and team-building skills, with a focus on mentoring and prioritizing team needs.
  11. Ability to motivate staff and provide guidance on strategic, operational, and technical matters.
  12. Familiarity with municipal, provincial, and federal legislation, including occupational health and safety, employment standards, and human rights.
  13. Strong knowledge of procurement practices and processes.
  14. Ability to prepare relevant reports for Council and Committees based on expertise.
  15. Ability to exercise sound judgment and initiative while collaborating with others.
  16. Proficient in computer skills, including MS Office.
  17. Ability to work under pressure and meet tight deadlines.
  18. Willingness to work outside regular business hours as required.
  19. Must obtain and maintain a satisfactory criminal record check.

Salary Range: $100,000 - $125,823.15 per year
