Position Overview
As the Director of Recreation Facilities, you will lead Kingston's premier recreational venues, including arenas, marinas, pools, community centers, and the renowned Slush Puppie Place, a large entertainment venue and home to the Kingston Frontenac's. Reporting to the Director of Recreation and Leisure Services, you will manage operations and infrastructure projects that enhance the well-being and connectivity of our residents.
Key Responsibilities:
- Strategic Leadership: Spearhead the planning, development, and execution of operational and capital projects, ensuring our facilities exceed community expectations.
- Human Resources & Labour Relations: Cultivate positive labour relations, ensuring compliance with collective agreements and employment standards. Align HR processes with the corporation's vision, overseeing recruitment, development, performance management, and employee engagement. Lead change management initiatives to facilitate smooth transitions and implementation of new policies.
- Safety Leadership: Champion a culture of safety and compliance, ensuring all operations adhere to the Occupational Health & Safety Act and the Accessibility for Ontarians with Disabilities Act.
- Team Development: Inspire and mentor your team, fostering a supportive environment that promotes professional growth and excellence.
- Asset Management: Oversee the implementation of the City's asset management program related to recreation facilities, ensuring effective maintenance and alignment with long-term strategic goals.
- Community Engagement: Collaborate with the community to develop policies and service standards that reflect the diverse needs of residents.
- Operational Management: Manage budgets, resources, and schedules to uphold the highest standards in facility operations.
Qualifications:
- Degree or Diploma in Facilities Management, Recreation Leadership, Sports Administration/Management, or a related field.
- Minimum of 5 years of management experience in multi-purpose recreation facilities.
- Project management experience in municipal recreation projects, with a strong ability to manage timelines, budgets, and stakeholder expectations.
- Experience in scheduling and leading large, complex teams.
- Strong understanding of labour relations and adherence to collective agreements.
- Experience in change management and guiding teams through transitions is highly valued.
- Certifications such as Basic Refrigeration and Certified Pool Operator (CPO) are advantageous.
- Strong public engagement skills and a commitment to customer experience.
- Valid Class 'G' driver's license and availability to work outside regular business hours as needed.

- Ability to oversee large-scale operational and capital budgets.
- Ability to create and implement effective annual maintenance plans for recreation facilities.
- Ability to evaluate decision effectiveness and management processes.
- Strong leadership and team-building skills, with the ability to mentor and manage a team.
- Ability to motivate staff and provide guidance on strategic and operational matters.
- Working knowledge of relevant municipal, provincial, and federal legislation.
- Strong knowledge of procurement practices and processes.
- Ability to prepare reports for Council and Committees based on subject matter expertise.
- Ability to exercise good judgment and initiative while collaborating with others.
- Strong computer skills, including proficiency in MS Office.
- Ability to work under pressure and meet tight deadlines.
- Ability to work outside regular business hours as required.
- Must obtain and maintain a satisfactory criminal record check.
