Job Summary

Under the direction of the Assistant Director of Protective Services, the Municipal Enforcement Officer plays a vital role in enforcing compliance with the Town of Hay River Bylaws. This position requires a combination of administrative work and time spent in the field patrolling, enforcing, and communicating bylaw requirements to the public.

Key Responsibilities
  • Enforce municipal bylaws through attendance on-site, positively engaging with the public, delivering notices, and preparing correspondence and reports.
  • Conduct regular patrols and perform day-to-day enforcement activities.
  • Perform court-related activities, including gathering evidence and presenting testimony in court.
  • Enforce speed limits and other vehicle regulations, as well as Territorial Acts, including the Motor Vehicles Act, All-Terrain Vehicles Act, and Dog Act.
  • Perform animal control functions and conduct investigations.
  • Respond to resident complaints and concerns, and maintain public relations concerning bylaw awareness and enforcement.
Additional Responsibilities
  • Provide operational and administrative support to bylaw functions, including ensuring evidence is gathered in an appropriate and legal manner, following search and seizure procedures, and storing evidence.
  • Maintain detailed records of incidents and prepare reports for presentation to the court.
  • Present evidence and give testimony in court, and follow up on court responsibilities.
  • Maintain records of bylaw infractions, permits, and other relevant information.
Working Conditions

The Municipal Enforcement Officer may be involved in physically demanding activities during emergency response and may be required to work extended hours due to emergencies or other operational requirements.

The position requires excellent communication, stress management, and teamwork skills, as well as the ability to deal effectively with people in difficult situations and recognize and deescalate confrontations/conflicts.

Requirements
  • Completion of Grade 12 or equivalent.
  • Bylaw Enforcement or equivalent experience.
  • A minimum of one year of bylaw enforcement experience or equivalent is desired.
  • Lidar/Radar certification is desired but training will be provided.
  • NFPA 1001 Level 1 and 2 or other relevant structural firefighting training is required but can be provided if necessary.
  • Emergency Medical Responder (EMR) or other relevant medical certifications is required but can be provided if necessary.
Working Environment

The Municipal Enforcement Officer will work in a fast-paced environment with frequent interruptions and may be exposed to emergency environments that are dangerous, busy, and noisy.

The position requires a valid Class 5 driver's license, a clean vulnerable sector criminal record check, and a satisfactory drivers abstract.
