**Position**: Fire Chief

**Salary**: Grade 12, Non Union ($149,276 to $174,623)

**Reports to**: Corporate Leader - Community Health and Safety

**Purpose of Position**:
Reporting to the Corporate Leader - Community Health and Safety, the Fire Chief is responsible for managing the operations of the Lakeshore Fire Department, a division of the Municipality, in order to serve and protect the public and to enforce provincial legislation within the Municipality.

**Qualifications & Experience**:

- Degree or diploma in a related discipline (public administration, business administration), or equivalent combination of education and progressively responsible work experience.
- Must possess the following certification or equivalent education/experience:

- NFPA 1021 Fire Officer Level 3
- NFPA 1001 Firefighter Level 2
- NFPA 1521 Incident Safety Officer
- NFPA 1041 Training Officer Level 2
- Must possess Community Emergency Management Coordinator (CEMC) qualifications
- 8 years’ progressive senior level management experience with at least five years in a senior Fire Officer capacity
- Must possess experience conducting fire or emergency services training, fire code inspections and enforcement and public education
- Must possess a valid Community Emergency Management Coordinator (CEMC) or be able to acquire.
- Demonstrated experience in management roles
- Must possess a valid DZ licence or be able to acquire within probationary period
- Clear vulnerable sector police clearance

**Knowledge & Skills**:

- Excellent verbal and written communications skills with proven report writing skills.
- Thorough knowledge of Incident Command System.
- Thorough understanding of the Fire Protection and Prevention Act (FPPA), OHSA, and other applicable legislation and related regulations.
- Proven financial management and budgeting skills.
- Excellent ability to establish and maintain effective working relations with members of Council, private and public officials, subordinates, co-workers, and the general public.
- Strong leadership skills together with the ability to motivate staff.
- Ability to improve divisional effectiveness and efficiency.
- Strong problem-solving and decision-making skills.
- Competent within the meaning of the Occupational Health & Safety Act;
- Computer skills and working knowledge of Microsoft Office Suite programs and a working knowledge of fire service-related computer software or an ability to learn.
- Knowledge of the Municipality including its demographics, major industries, etc..

**Major Responsibilities**:

- Manage overall administration and operation of the municipal fire department in accordance with the law, guidelines and Fire Marshal’s directives and Municipal by-laws and policies and procedures.
- Perform the statutory duties of the fire chief under the FPPA and under municipal by-laws.
- Manage master planning exercises including maintaining and updating the Municipal Fire Master Plan and Community Risk Assessment
- Organize and plan allocation of resources to ensure the most effective protection coverage for the Municipality.
- Develop and issue operating instructions when necessary to deal with legislation and policy changes; provides guidance and leadership on the job.
- Report to and assumes command at major incidents.
- Act as a liaison for the Fire Department with other levels of government, government agencies and other fire and emergency services
- Coach and support command at routine and/or minor incidents
- Manage public education, fire prevention, inspection and enforcement initiatives.
- Meet regularly with fulltime command staff and other Officers to ensure that all are following the procedures and goals of the service.
- Manage the development and maintains the Emergency Plan for the Municipality including the conduct of an annual training exercise.
- Attends Management Team meetings and is an integral member of the Management Team.
- Attend meetings of Council as required.
- Report activities to Council and the Corporate Leadership Team through the Corporate Leader.
- Other duties as assigned.

**Decision Making &Judgement**:

- Work is performed under the general direction of the Corporate Leader to the standards set by Council policy and provincial and federal legislation.
- Supervise the effective and efficient operation of the Fire Service in accordance with established policies, procedures, directives and guidelines.
- Prepare operating and capital budget proposals for approval by Council.
- Monitor staffing requirements and scheduling.
- Direct investigations and enforce violation of statutes and by-laws.
- Oversee the Community emergency response operations
- Monitor and respond as required to any emergency

**Leadership Level**:

- Directly manages Deputy Chief and Administrative Assistant
- Indirectly supervises 2 Assistant Deputy Fire Chiefs and all Volunteer Firefighters
- Conduct annual performance appraisals of Deputy Chief and Administrative Assistant
